This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia.
Duties
WHAT YOU'LL BE DOING DAY TO DAY
As a Financial Management Analyst, you will use your knowledge of and experience with the Assistant Secretary for Administration, Office of Acquisition Management Services to optimize business results and customer experience by:
Conducts and monitors the performance of the Government Purchase Card Program (GPC); develops and implements internal policies, procedures, and other internal controls in compliance with Federal and Departmental acquisition laws, regulations, policies and procedures.
Conducts audits and reviews of customer GPC transactions for proper usage and documentation for compliance (cardholders and approving officials) with applicable policies and procedures.
Serves as a financial analyst and provides financial policy and operations consultation for program development and management.
Conducts complex studies and applies analytical and evaluative methods, techniques and practices of financial administration and services.
Perform ad-hoc research and analyzes on federal acquisition documents committing/obligating/de-obligating federal funds.
Advises on potential financial implications of proposed program actions and develops impact statements and alternative plans to minimize risk and provide for the most efficient use of resources.
Develops analytic studies to provide management with analyses of problems for which decisions must be made under conditions of uncertainty.
Provide outstanding customer service and professionalism to customers and personnel, and leadership.
Provides a continuous monitoring of customers' issues and resolves them timely and accurately. Assures that data needed for monitoring is efficiently collected and used.

Qualifications
WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least 2 of the following:
1. Assisting customer agencies in maintaining compliance with financial laws, policies, and regulations to ensure the successful management of authorized programs.
2. Monitoring issues for customer resolution.
3. Preparing special reports and briefings to inform and advise upper level management.
4. Interpreting regulatory compliance laws, policies, and guidelines.
