This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The installation rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.
Duties
Performs manual laboring grounds maintenance duties.
Performs digging work related to such tasks as planting of trees and shrubs.
Breaks up hard surfaces with Jack hammer, mixes and pours concrete, and asphalt.
Paints inside or outside structures, tables or similar items.
Picks up trash, pulls weeds, and waters grass.
Applies gardening procedures and skills in growing and tending crops, lawns, flowers, shrubs and trees.
Assists a higher level carpenter to construct/alter/repair wood or wood substitute structures.
Drives trucks capable of carrying 12-ton loads, with gross vehicle weight of 28,000 pounds.
Participates individually and as a team member to assist in suppressing wild land fires.
Services automobile and mobile equipment by checking and maintaining proper oil, gas, and water fluid and air pressure levels and lubricates equipment.
Operates conventional field-type tractor and attached or towed equipment used to mow fields, transport equipment and materials, plant/harvest crops, move earth, dig ditches and for similar purposes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The incumbent must obtain and maintain a state of Texas commercial motor vehicle driver's license (CDL Class B) and obtain appropriate government driver's license for trucks up to 5 tons, and other equipment indicated, within 90 days of employment.
- Incumbent may be required to oversee/work in close proximity and/or operate hoisting equipment and/or cranes, in accordance with prescribed safety standards.
- This position requires incumbent to work an on-call work schedule to respond to after-hours emergencies. This may include, evenings, nights, weekends, and holidays.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Worker ~ without more than normal supervision. I have the ability to perform common Maintenance Worker duties. I am skilled in the operation of engineering equipment such as farm tractors, attachments, and mowers; I can perform minor vehicle servicing and/or maintenance; I can perform gardening work and assist in building repairs. I work under normal supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Heavy physical effort is extended by the operator in constantly reaching, bending, turning, and moving hands, arms, legs, and feet to operate the equipment and attachments. Considerable strain is caused by the vibration of the equipment and the jerking and jolting from operating in rough terrain. The location of the controls causes the incumbent to work in awkward or strained positions for significant amounts of time. Required to lift, carry and position items weighting up to 50 pounds.
Working Conditions: Works both inside and out in all weather conditions. Subject to possible injury from vehicle accident, being hit by low branches, objects thrown by equipment, loading or unloading vehicles, and power equipment and tools. Exposed to noise, vibration, dust, dirt, exhaust fumes; dirty, greasy, oily conditions, mud and chemical sprays. Subject to possible serious injury from falls or overturning of tractor and equipment on rough terrain; minor cuts, bruises, burns, scrapes and broken bones; and danger from splinters and flying chips. Wears protective clothing or other equipment such as eye-guards as needed. No outside work performed during high winds or storm conditions.
