This position is located in the Office of the Chief Immigration Judge (OCIJ), Executive Office of Immigration Review (EOIR), U.S. Department of Justice (DOJ). This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties

The Staff Assistant provides support to the Assistant Chief Immigration Judge (ACIJ), in the planning and management support of the office, and the coordination of a variety of administrative operations and projects. Duties include but are not limited to the following: Provides assistance in the coordination and integration of activities within the component of OCIJ. Monitors and develops practices and procedures to eliminate conflict and duplication of work efforts. Analyzes matters which require the immediate or deferred attention of the Assistant Chief Immigration Judge and those that can be appropriately referred to other staff or personally handled. Collaborates and coordinates with the Office of the Chief Immigration Judge staff to ensure that information and analytical needs of the Assistant Chief Immigration Judge are met in a timely and thorough manner. Acts as liaison for the Assistant Chief Immigration Judge. Supports the Assistant Chief Immigration Judge with the Department of Justice, the courts, and other agencies and organizations in planning and collaborating on initiatives, daily operations and interactions, and long-range actions. Attends meetings and conferences and prepares summaries of proceedings and plans and carries out other actions as a follow through for meetings and conferences.

Qualifications

In order to qualify for the Staff Assistant to ACIJ (Assistant Chief Immigration Judge - ACIJ) position, you must meet the following time in grade requirements and minimum qualifications: TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. AND FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: Assisting with coordinating requests for information and appointments; Helping establish and maintain tracking systems for assignments and projects to ensure time frames and deadlines are met; and Creating correspondence records in an automated correspondence control system and updating with appropriate information. (Your resume must CLEARLY demonstrate this experience) -OR- Education: Applicants must have successfully completed a master's or equivalent graduate degree, or 2 full academic years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, or LL.B. or J.D., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Such fields include personnel management, industrial relations, public administration, political science, business administration, psychology, labor relations or education. NOTE: Applicants must submit a copy of their transcripts for verification. -OR- Combination: Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education in excess of one year, i.e., 18 semester hours, may be combined with experience under this provision.) NOTE: Applicants must submit a copy of their transcripts for verification. FOR THE GS-11 Level: Specialized Experience: Applicants must have at least one or more full-time years (12 months) of specialized work experience equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Drafting letters, decisions, reports and memoranda for signature and ensuring they follow precedents, policies, and practices; Coordinating implementation of changes resulting from studies and surveys; and Managing correspondence records in an automated correspondence control system from its initial receipt until its reply is dispatched and/or a decision is made. (Your resume must CLEARLY demonstrate this experience) -OR- Education: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Such fields include personnel management, industrial relations, public administration, political science, business administration, psychology, labor relations or education. NOTE: Applicants must submit a copy of their transcripts for verification. -OR- Combination: Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education in excess of two years, i.e., 36 semester hours, may be combined with experience under this provision.) FOR THE GS-12 Level: Specialized Experience: Applicants must have at least one or more full-time years (12 months) of specialized work experience equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Planning, managing, coordinating, tracking and/or reporting on multiple logistical, scheduling, communications, and resource issues for projects and initiatives; Identifying and resolving problems and issues that require coordination and integration with various departments; and Drafting documents, position papers, speeches, charts and/or related correspondence in preparation for meetings, conferences, speaking engagements, briefings and hearings.
