About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Detrick, Maryland.

Duties

Serve as an IT Specialist in the Network Infrastructure Division (NID) for a Local Network Enterprise Center (LNEC). Ensure that the installation of NIPRNET and SIPRNET system hardware and software operating in the in the network for the LNEC. Install, configure, and troubleshoot network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, cabling system, network interface cards, modems, multiplexers, etc. Develop and maintain NIPRNET and SIPRNET system administration for all aspects of LAN/WAN with an emphasis on TPC/IP management for the LNEC. Install network software fixes and upgrades Knowledge of networking concepts, principles, practices, procedures, network cryptography, and operational requirements with the analytical ability to identify, isolate and alleviate local area network errors. Serve as SIPRnet/NIPRnet Data Network Administrator responsible for the integration, configuration and sustainment of the for LNEC data communications network.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position is designated Non-Critical Sensitive -- in order to perform the duties of this position, the incumbent must be eligible for, receive, and retain a Secret clearance based on a Tier 3 (T3) Investigation.
  • This position requires the employee to occasionally travel away from the normal duty station 15% of the time.
  • Overtime may be required on short notice to include nights, holidays and weekends in support of related mission requirements.
  • Subject to recall to duty and extended hours of duty.
  • This position has been designated as mission essential.
  • In the event of a crisis situation or inclement weather, the incumbent is required to report for duty and/or remain on duty performing the duties of this position until relieved by proper authority.
  • Must be able to obtain and maintain a government vehicle operator permit and may also be required to travel to various remote locations. The distances will vary depending upon requirements but can involve up to 40 miles for a round trip
  • The incumbent may be required to use a cellular telephone and maintain a working telephone at all times.
  • This position requires heavy lifting -- a pre-appointment physical examination is required. Must be able to lift up to 50 pounds.
  • The incumbent is required to satisfactorily complete the appropriate training and obtain IAT Level II certification/recertification for this position.
  • As outlined in DOD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating all changes) within 6 months of entrance into this position.

Specialized experience would be demonstrated by coordinating an installation's testing, or modification of Information Technology (IT) network equipment; reviewing plans, procedures, or policies related to network infrastructure; providing status reports regarding information system network projects, issues, or developments; and ensuring network services are conducted in accordance with established policies and procedures. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing work independently that rarely requires editing or review by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving simple and routine problems, questions, or complaints and providing support and guidance to customers on non-routine issues; serving as a primary resource for customers, requesting assistance with complex issues when necessary; and participating in meetings and providing advice to customers in own area of expertise. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: expressing facts and ideas in a clear, concise, convincing, and organized manner; clearly conveying moderately complex ideas, concepts, and information to customers; exhibiting active listening by demonstrating understanding of audience comments and/or questions. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives; recognizing and taking action to address non-routine problems; soliciting feedback from multiple stakeholders to understand an issue or problem and accurately assess its root causes and potential solutions; seeking supervisory review where appropriate. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
