About the Position: USAMRAA is the contracting element of the Defense Health Agency Research and Development Activity (DHA R&D) and provides support to the Command headquarters and its worldwide network of laboratories.
This is a Direct Hire Solicitation utilizing the DHA for Information Technology Management Specialist (INFOSEC) to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Ensure confidentiality, integrity and availability of systems, networks, and data through planning, analysis and development of information systems
Develop and maintain information system certifications and accreditation documentation in accordance with Risk Management Framework (RMF)
Manages information assurance vulnerability assessment program
Conduct system security audits
Implement security programs, policies and procedures to ensure network reliability and system security
Management information system accounts, network rights and disaster recovery plans
Develop plans, guidance, and training requirements for Information Assurance procedures
Obtain and maintain network and automation system accreditation by viewing annual documentation changes
Develop structure for managing Information Technology (IT) infrastructure including computers, servers, computer peripherals, telecommunication systems, internet connectivity, and network data centers
Makes recommendations on new technologies based on industry best practices
Develop and execute project work project to meet timelines and ensure systems are functioning properly
Engage with external stakeholders including vendors, suppliers, data center partners, and customers
Maintain professional relationships with internal agencies and employees
Administer automated security program in accordance with policy regulations to provide access and operation of computer hardware and software
Perform Contracting Officer Representative (COR) functions for IT contracts, as assigned
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility to a secret security clearance
- Business travel is required 10% of the time.
- This is a Cyber Security Workforce (CSWF) Information Assurance Technology (IAT) Level II position. Acceptable certifications are at least one of the following: CISSP, GLSC, Security +, CCNA, MCSE, and/or CISM within 12 months of appointment

DHA Research & Development (R&D) is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-04 pay band is equivalent to the GS-13, Step 01 to GS-14, Step 10. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.

Basic Requirement for IT Specialist, DJ-2210-04
Specialized and Other Experience: One year of specialized experience which includes experience (1) conducting security system audits and scans in order to manage an information assurance vulnerability assessment program, (2) utilizing a Risk Management Framework (RMF) to maintain system certification and accreditation (3) developing plans, policies and procedures to implement technical guidelines for information security, and (4) communicating with internal and external stakeholders and customers on information security matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-03/GS-12).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
