Work is to advertise positions, examine and place employees; conduct job analysis, advise management on identifying and retaining a workforce that is capable of accomplishing the organization's mission. The position reports to a Human Resources Director.

Duties

Serve as main contact for assigned health centers within the Portland Area Indian Health Services for staffing and classification services. Assigned tasks include: Classify positions for assigned units for use in recruitment and for use by supervisor is assigning work to their employees. Ensures all related regulations and laws are met (Fair Labor Standard Act, Position Sensitivity Determination, Risk Management, etc.) Advise management on classification, staffing, workforce shaping/reduction-in-force, and special placement programs. Review requests for personnel and position actions to determine impact on position classification and position management matters, referring those that are highly complex or controversial in nature to the supervisor for resolution. Use detailed analytical methods to identify, evaluate, and recommend in-depth alternatives to management Maintain full visibility over all requests for personnel action from cradle to grave (i.e., obtain security clearance from a Personnel Security Specialist) Carry-out all staffing and placement activities associated with the filling of positions and vacancies, to include advising and exercising a multitude of hiring authorities and policies (i.e., Direct Hire, Excepted Service, Internal or Merit Promotion, and Delegated Examining). Prepare job announcements, having worked with management on type of advertisements, nature of appointments, etc. Examine applications to make a qualification analysis (by utilizing the Office of Personnel Management Operating Manual for Qualification Standards for General Schedule positions), also resolving claims for priority consideration and referral preference in accordance with regulation and Agency policy. Issue Certificates of Eligible to management and reviewing and auditing those Certificates upon return. Review and audit for compliance, Title 38 pay requests and other compensation proposals such as bonuses/incentives and advanced pay setting tools Use electronic On-boarding System to track, review, and implement appointment paperwork for new hires. And transmitting forms to electronic employee offiical personnel folders. Processe a wide range of personnel actions such as promotions, reassignments, appointments and pay actions to ensure newly hired employees entrance to duty is complete.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS for GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. This experience is related to the work of the position and equivalent to at least the GS-09 level in the Federal service. Examples include: experience in advising management officials on various types of appointments and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the merit promotion process; developing rating factors and crediting plans for vacancy announcements; using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning and advise on position career patterns and knowledge of the principles of work that involves position evaluation, establishing and maintaining a position classification program to determine appropriate pay system, occupational grouping, title and grade of positions, and advising on position and organization design. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related MINIMUM QUALIFICATIONS for GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Examples include: experience in using federal government examining principles in hiring the general public, merit promotion placement, and a full range of competitive and non-competitive placement authorities, and provide consultation services to internal and external customers, and management regarding staffing/placement, recruiting, and retention and applying federal laws, regulations, guidelines and procedures to set pay for blue and white collar workers and experience with Systems to code, process, and track human resources data and processing personnel actions to ensure new hired employees are paid and experience responding directly to official inquires (i.e., Congressional, formal complaints, etc.) and experience in classification tasks such as locating current job descriptions for use in recruiting; updating classification for current use and advising supervisors on use of career ladder positions or managing positions. SELECTIVE PLACEMENT FACTOR In addition to the minimum requirements, the following training is determined to be essential to perform the duties and responsibilities of this position. Applicants must possess and provide proof of training in position classification through a recognized training institute such as Graduate USA (a non-profit private educational instruction) or similar education institution or Applicants must identify what experience on their resume that shows the equivalent of 52-weeks of performing tasks associated with classification (full-time). Applicants who do not meet the selective placement factor are ineligible for further consideration. CONDITION OF EMPLOYMENT. If hired, you must be able to obtain Delegated Examining Certification within 6 months of entrance on duty. The Delegated Examining (DE) Certification program requires all Human Resources practitioners involved in DE activities to pass a comprehensive DE Certification Assessment. Delegated examining authority is an authority the Office of Personnel Management delegates to agencies to fill competitive civil service jobs through a competitive process open to all U.S. citizens, including current. Federal employees. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Education

Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11 for substitution of education for experience in prescribed amounts listed above. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
