This position is located in the Department of Homeland Security, U.S. Coast Guard, Vice (CG-09), Deputy Comdt for Operations (CG-DCO), National Maritime Center, in Martinsburg, WV.  

Duties

As a Mariner Credentialing Compliance Investigator, you will serve as a subject matter expert for all investigations involving the Mariner Credentialing Program (MCP), providing direct support to other field investigators involved in MCP related investigations, and is responsible for conducting field level investigations involving fraudulent activity or other derogatory suitability actions committed by an applicant or a credentialed merchant mariner seeking to obtain, renew or upgrade a Merchant Mariner Credential (MMC) or Medical Certificate. 

Requirements

  • Males born after 12/31/1959 must be registered for Selective Service.
  • This position may require a one-year probationary period.
  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

At the GS-11 level: Applicants must have one year of specialized experience equivalent to at least the GS-09 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work.  Examples of specialized experience include: Applying investigative techniques to identify fraudulent activity; skillful in using interviewing techniques and evidentiary collection procedures to obtain and analyze factual information; analyzing and applying maritime laws, regulations and policies to enforce compliance; analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing; drafting written investigative reports or technical documents for use in administrative enforcement cases or criminal prosecution.  Assisting investigative officers in pre-hearing matters or marine casualty investigations, such as research, discovery, evidence documentation and logistics; working with complex laws and regulations in investigating personnel action and marine casualty cases. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office..
