Duties

This Supervisory Program Analyst position is located in Security Operations (SO), International Operations, Mitigation Operations, Transportation Security Administration (TSA), Department of Homeland Security (DHS). As the Supervisory Program Analyst, the incumbent will perform the following duties: Provides technical leadership, direction, and management advisory services to subordinate staff; oversees a variety of major program functions; and establishes program/project goals, policies, and procedures. Evaluates existing program effectiveness and participates in the formulation and implementation of agency/division plans, programs, policies, and objectives utilizing advanced knowledge of both quantitative and qualitative methodology. Designs, leads, and conducts various complex and in-depth studies that guide leadership and influence workforce management decisions. Coordinates the delivery of programmatic services required for collaborative effort with stakeholders to achieve overall divisional mission, goals, and objectives. Carries out all first-line supervisory responsibilities which include(s): assigning work and setting priorities; reviewing and evaluating the work and performance of subordinates including assuring production accuracy requirements are met. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Supervisory/Managerial responsibilities include; strategic planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organization units, managers, and employee. Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Applying knowledge of a wide range of quantitative and qualitative analytical and evaluative methods to measure indicators of system or program performance; Developing strategic plans, policies, and initiatives to leadership for the assurance of meeting program goals and objectives; Interpreting or analyzing a wide range of new or proposed legislation, agency regulations, directives, policies and/or procedures applicable to the administration of program operations. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
