Duties

This Program Analyst (Regional Desk Officer) position is located in the Security Operations, International Operations, Asia Pacific, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Analyzes and collaborates with USG agencies and Foreign Governments on global transportation security policies, programs and initiatives consistent with United States foreign policy objectives. Plans, leads, and coordinates complex and comprehensive projects and responsibilities for up to two TSAR AORs that are specific to this position (in addition to those on the Standard Job Description) requiring minimal guidance and supervision. Researches guidance and policies in support of international efforts on complex diplomatic initiatives to provide strategic and analytical recommendations to Lead RDO, RBC and/or TSAR, including multi-layered projects and/or initiatives involving global transportation security programs, plans, and initiatives that may be complex in nature to include use of varied international resources and international subject matter experts. Provides comprehensive analysis, composes responses, and makes recommendations on the full range of transportation security laws, rules, regulations, policies, procedures, protocols and situational initiatives for the IO division. Plans, leads, executes, and presents transportation security projects for review by the Lead RDO, RBC or other senior officials coordinating work with other departments/divisions to ensure collaboration of issues and policy are completed within the established timeframes in order to effectively assist TSARs in assigned areas. Conducts in person and virtual briefings on international transportation security issues for senior leadership in TSA and the Department of Homeland Security (DHS), as well as to the Department of State (DOS) Ambassadors and Deputy Chiefs of Mission, on behalf of the TSAR assigned to the AOR, when needed. Serves as the primary Headquarters international liaison to TSA program offices and subject matter experts, domestic airports, other TSA facilities (e.g., TSA Systems Integration Facility (TSIF) Transportation Security Laboratory, Freedom Center, TSA Training Center, the Federal Law Enforcement Training Center (FLETC), etc.), as well as to Washington-based interagency and foreign embassy contacts. Conceptualizes and manages key initiatives and regional activities across their assigned AOR and ensures long-term TSA international strategy aligns with other U.S. international efforts and provides strategic direction on key issue areas. Represents IO in working-level foreign delegation visits to TSA Headquarters where they serve as the regional expert during meetings with other TSA subject matter experts; while representing TSA abroad, is the subject matter expert applying knowledge of transportation security issues and principles to present to and collaborate with representatives of civil aviation authorities and/or other senior level foreign officials. Provides support across IO and TSA to implement mitigation plans and measures of effectiveness; assess gaps in data and capabilities and resolve them through innovation; and create and implement risk-based plans to guide interactions with security partners with a focus on reducing and responding to residual risk. Leads and coordinates forward leaning initiatives and TSA Executive Secretariat tasks in collaboration with the TSAR. The major duties described above reflect the full performance level of this position. Typically, the lower pay bands (G & H Band) perform the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-G Pay Band (equivalent to GS-11), you must have one year of specialized experience at the SV-F or GS-09 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Researching and performing analytical and evaluative techniques with oversight and assistance to assess a transportation security program or project. Possessing familiarity with transportation security terminology, policies and concepts to collaborate with internal and external stakeholders and communicate technical information. Working knowledge of program evaluation and ability to drive risk mitigation efforts and process improvements for efficiency and effectiveness; OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience may be used to meet total qualification requirements for this position and may be computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least I00 percent. GRADUATE EDUCATION: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. To qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Performing analytical and evaluative techniques with oversight and some assistance to assess a transportation security program or project; Utilizing transportation security terminology, policies and concepts to collaborate with internal and external stakeholders and communicate technical information; Utilizing program evaluation techniques in order to drive risk mitigation efforts and process improvements for efficiency and effectiveness. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Performing analytical and evaluative techniques with minimal oversight and assistance to assess a transportation security program or project; Utilizing transportation security terminology, policies and concepts to independently collaborate with technical stakeholders and communicate technical information; Developing and utilizing program evaluation techniques in order to drive risk mitigation efforts and process improvements for efficiency and effectiveness. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
