Duties
This position is assigned to the North Florida/South Georgia Veterans Health System and works closely with a variety of service level and senior executive staff. The primary responsibility of the incumbent will be to support the Executive Health System Director in the day-to-day operations of the health system and any related Network activities. Furthermore, the incumbent will direct and lead/guide the services or departments in any projects that may involve management support. The incumbent will also be given various other duties that support the organizational goals of the health system. The incumbent will report directly to the Executive Health System Director or designated designee. Provides active and well-informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Incumbent is responsible for the researching, writing, and coordination of various facility proposals and initiatives. Works with community stakeholders, VISN staff, and health system staff to develop options and actions that will effectively plan for the future of the health system and VISN 8. Incumbent may serve as a North Florida/South Georgia Veterans Health System's representative on VISN 8 councils, teams, committees, and task forces. May be required to attend all related Network meetings and at times oversee all planning activities/correspondence that goes to the Network. This will involve facilitating cross-communication between councils, teams, committees, and task forces, facilitating action item follow-up, staying abreast of pertinent issues, gathering data, preparing presentations for Network meetings, and other assignments as delegated by the Chair or Co-Chair.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Individual Occupational Requirement: The individual must meet the IOR. The IOR for the 0671 series is: You must meet one of the following:
Undergraduate and Graduate Education:
Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
or
Experience described as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:- Missions, organizations, programs, and requirements of health care delivery systems;- Regulations and standards of various regulatory and credentialing groups; and- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Specialized Experience: GS 13-You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Advanced experience in qualitative and quantitative techniques to evaluate problems and design recommendations.
Experience working with healthcare delivery systems, intra department relationships and agency operations.
Advanced experience improving productivity and utilization of resources across administrative healthcare services.
Experience with budget management and developing long term plans and special proposals.
Specialized Experience: GS 12-You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience in data analysis for continuous quality improvement.
Experience working with other departments in a complex agency.
Experience with missions and functions of a healthcare organization.
Experience with budget management and developing budget plans.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involved traveling to other facility sites of care, interviews, meetings, and sources of information.
