The incumbent serves as the Administrative Officer at the Atlanta VA Healthcare System (AVAHCS).
Duties
The Administrative Officer exercises administrative and technical supervision to 8 Medical Specialty staff. He/she exercises full supervisory line authority as first line supervisor, which requires performance of a broad range of duties such as selecting, retaining and promoting staff; assigning, directing and reviewing work; establishing performance standards; assessing work; reporting requirements; rating and rewarding staff; approving leave and time & attendance records; resolving staff complaints and grievances; investigating instances of misconduct and initiating disciplinary and adverse actions; and identifying staff training and development needs. The incumbent develops performance plans and evaluates performance; directs and prioritizes work; hires; promotes; recognizes through award; gives advice; counsels or instructs; develops improved production; adjusts work procedures; and provides discipline when necessary. The incumbent is also responsible for furthering the goals of Equal Employment Opportunities by taking positive steps to assure fairness and equal opportunity for service line staff.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administrative Management skillset to include COR abilities, organizational skillsets, and written and verbal communication abilities.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
master's or equivalent graduate degreeor2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two full years leading to Graduate Degree.

Physical Requirements: The position is administrative in nature and involves working in an office setting. The position requires frequent use of a computer and phone. The position requires some lifting and carrying of small office items. The position has frequent contact with patient care areas and may be exposed to sick patients. Requires no special physical demands.- The work is in a clinic. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, and patient examination areas. Work is typically performed in an adequately lighted and climate controlled. Tile incumbent may experience some exposure to communicable diseases, or verbal abuse.- May require occasional travel.
