This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Office of Operations and Management. Duties

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives. As a Budget Analyst, you will perform developmental assignments related to budget formulation and budget execution for your assigned program area. Your major duties and responsibilities include: Reviewing agency and office budget submission and obligating documents for reasonableness, accuracy, and conformance with procedures and guidelines. Identifying potential issues and providing recommendations for resolution of budgetary problems. Preparing a variety of regular or special reports and presentation materials covering the status of funds, expenses, and obligations. Monitoring, reviewing, and reconciling commitments, obligations, reimbursable orders, etc. and overall program expenditures for all HAB funded programs. Reviewing historical financial data and trends to validate and consolidate requests for an integrated budget for HAB programs. Requirements

  • U. S. Citizenship is required.
  • All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

  • PHS Commissioned Corps applicants must submit current personnel orders.

Qualifications

GS-11: Applicants may meet the minimum qualifications for this grade based on one of the three methods below: MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. 1. EXPERIENCE: In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-09 level include the following types of tasks performed on a regular and recurring basis: Monitoring, reviewing, and reconciling commitments, obligations, and overall program expenditures for all funded programs. AND Identifying potential issues and providing recommendations for resolution of budgetary problems. 2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position. 3. EDUCATION and EXPERIENCE: Have an equivalent combination of the above minimum qualifying experience AND higher-level graduate education that meets 100% of the qualification requirements for this position. NOTE: If applying based on education in whole or in part, you must provide a copy of your unofficial transcripts that allow HR to verify that you meet the education requirement as stated above by the closing date of this announcement. A copy of a diploma is NOT acceptable as verification. Please do not send undergraduate transcripts as they are not qualifying for a GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. BUDGET FORECASTING (ORGANIZATIONAL FORECASTING) - Develops models or projections based on studying past results, relationships, and data and anticipating future trends/events.
