About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Participates in the development and review of plans, operations, battle command, transformation, testing and, policies and procedures for the execution of activities that are the responsibility of the G-3. Incumbent must have an extensive comprehensive knowledge of the unit structure, missions, programs, tenants, and organizational relationships that are necessary to provide higher headquarters with authoritative information. Active involvement in current operational planning and future program development to meet mission requirements in the areas of training, readiness, exercises, operations, advanced concepts/technology, operational testing, and all Title X missions. Conducts mid-range planning to effectively represent the command in HQDA/USARPAC/NETCOM operational planning forums. Evaluates and maintains knowledge of the Army, USARPAC and NETCOM ACP campaign plans. Ensures plans, programs, and policies are consistent with organizational goals and that the diverse functions of the directorate are integrated into a coherent whole, which supports the overall Signal mission. Exercises position management responsibilities and ensures that position structures are designed and structured to ensure optimum efficiency, effectiveness, and economy in accordance with the DA Position Management program. Develops and executes all contingency plans necessary for rapid reaction to domestic emergencies, acts of terrorism, and natural disasters associated with earthquakes and weather phenomena. Formulates strategic planning and guidance to support future operations in support of the U.S. National Military strategy and contingency requirements for Combatant Commanders and Theater Army. Develops and maintains effective and reliable long-range plans that are systematically and periodically updated to ensure synchronization with USARPAC and INDOPACOM plans. Trains and manages assigned military, DA civilians and Contractor personnel.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • MUST BE ABLE TO OBTAIN AND MAINTAIN A TOP SECRET SECURITY CLEARANCE BASED ON AN SBI WITH ELIGIBILITY FOR SENSITIVE COMPARTMENTED INFORMATION (SCI).
  • THIS POSITION IS COVERED BY THE CIVILIAN DRUG ABUSE TESTING PROGRAM. INCUMBENT IS REQUIRED TO SIGN A DA FORM 5019-R
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

Specialized Experience: Experience that demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs. Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities. For positions at GS-12 and above must have had 1 year of specialized experience equivalent to at least the next lower grade level. Examples of qualifying specialized experience include: Developing or monitoring the development of economic impact models that reflect economic, scientific, and engineering considerations appropriate to the industry or geographic area affected by proposed agency actions. Analyzing the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed environmental standards, regulations, programs, and policies. Identifying defects or weaknesses in the analytic work performed by officials responsible for the development of regulations and standards. Identifying and analyzing the key issues in proposed regulations, standards, or guidelines. Forecasting effects of proposed regulations and standards such as plant closings, unemployment, price fluctuations, balance of trade impacts, and community disruption. Developing alternative agency strategy, and assessing the environmental and economic tradeoffs. Identifying and assessing Government (Federal, State, and local) resource impacts of proposed agency actions. Education

Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level.
