This announcement is for a Management Analyst. The position is located at the VA Office of Construction and Facilities Management in Washington, D.C.

Duties

The incumbent serves as a Management Analyst providing a variety of services in such areas as administration, coordinator desktop support and training of integrated acquisition systems, program and data analytics and quality assurance to the support contracting requirements for the Department of Veterans Affairs (VA) and its customers for the Office of Facilities Acquisition (OFA). The major duties and responsibilities include but are not limited to: Provide day-to-day business operation, coordination, and ongoing maintenance of all integrated acquisition systems. Serve as the Subject Matter Expert (SME) for various acquisition systems within the organization. Serve as local SharePoint Administrator and develops, publishes and maintains informational materials within multiple databases. Develop and evaluate policies in assigned program areas and takes and recommends actions to achieve organizational objectives. Serve as local technical expert on analytical and nationwide systems related to acquisition management and processing and serve as point of contact for all matters regarding the financial and acquisition management systems. Identify system inefficiencies and develops studies or data collection techniques related to specific identified problems. Analyze new or amended agency-wide proposals for acquisition and financial management system modernization. Plan, conduct, or participate in special studies or tasks forces. Analyze the business needs of the organization to help identify business problems and propose solutions. Serve as program liaison to various user groups to help management resolve a variety of problems and meet objectives. Extract and assemble information, conduct analysis and develop reports or presentations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. Time in Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For the GS-12, you must have served 52 weeks at the GS-11 grade level. The grade may have been in any occupation but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement (e.g., Within Grade and Promotion SF50s). [Note: Please provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to verify your current Federal Service status. You may qualify based on your experience as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: reviewing and reconciling large amounts of data, and develop recommendations for improvements in administrative operations to promote efficiency and cost savings; sharing information and investigating facts; presenting conclusions, recommendations, alternatives and obtaining concurrence; developing alternates and mutually resolving problems; analyzing interrelated issues of effectiveness, efficiency, and productivity of programs to develop options, recommendations, and conclusions; utilizing contacts to effectively plan and coordinate work efforts through oral and written means while settling matters involving significant or controversial issues; analyzing and reviewing major aspects of substantive, mission-oriented programs, develop long-range program plans, goals, objectives, and milestones. OR Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing data governance ensuring the integrity and security of revenue operations is consistent, based on internal data standards; providing data analysis, product development and reporting needs; providing analytical and evaluative methods with understanding of operational performance and complies with financial management systems, legislative and performance expectations; working to identify needs, coordinating and executing analytical reporting tools, analyzes data, and collaborates in design and development of tools; performing analysis, design, development, testing, and maintenance of products used to transform and/or other tools associated with the extract/transfer/load of data; conducting systematic and ad-hoc reviews of business processes, policies and procedures, workflow and workload. Physical Requirements: The work is primarily sedentary with occasional walking, bending, standing, and carrying of light items.
