This position is part of the National Archives and Records Administration. Incumbent is responsible for inspecting, evaluating and analyzing the programs of federal agencies that create or handle classified and/or Controlled Unclassified Information (CUI) serving as ISOO Liaison to such agencies; serving as team leader for special studies or projects assigned by the Director of ISOO; and for advising the Director on policies pertaining to the security classification and CUI programs.

Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Program Analyst, you will: - Plan and conduct detailed analyses, examinations, or studies, either alone, as part of a team, or as the assigned team leader, of agency regulations, policies, practices, and data in order to determine the degree of agency compliance with Executive Order 13526, as amended, "Classified National Security Information," Executive Order 12829, as amended, "National Industrial Security Program," Executive Order 13556, "Controlled Unclassified Information", ISOO Directives, and applicable agency regulations. - Analyze reports and data submitted by agencies concerning their security classification and/or CUI programs to identify deficiencies, trends, or problem areas. - Represent the Director of ISOO in meetings and contacts with senior agency representatives, designated by the Head of an agency, for the purpose of discussing the agency's program in detail, reviewing oversight findings and recommending corrective action. - Assist the Director in the review and processing of complaints or suggestions from the public concerning the administration of the programs, including the development of recommendations for resolving these complaints.

Qualifications

You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized for this position includes: -Inspect, evaluate, and analyze agency security classification and/or CUI regulations, policies and practices in order to determine the degree of agency compliance with Executive Orders 13526 and 13556, ISOO directives, and applicable agency regulations.; AND -Evaluating information security programs, regulations or policies (such as: classifying, safeguarding, declassifying classified national security information and/or handling of CUI).; AND -Providing and communicating technical information to agencies and the public on matters related to information security programs, including classification, declassification, and CUI. SPECIALIZED EXPERIENCE: For the GS-12, specialized experience is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: -Analyzing results and developing recommendations to team leads and members.; AND -Assisting in evaluating information security programs, regulations or policies (such as: classifying, safeguarding, declassifying classified national security information and/or handling of CUI).; AND -Conducting research and providing technical advice and guidance as a team member regarding information security programs, regulations or policies (such as: classifying, safeguarding, declassifying classified national security information and/or handling of CUI).
