The primary purpose of this position is to serve as a Foreign Military Sales (FMS) logistics management
specialist in support of FMS items or systems.
Duties
Foreign Military Sales (FMS) responsibilities.
Assists Senior Logistics Managers with development of assessment criteria.
Administers compliance with the Security Assistance Program (SAP).
Participates in meetings, makes presentations, and prepares correspondence highlighting problems, alternatives, and proposed or final solutions.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes assisting senior specialists in developing and implementing logistics policy, and/or functioning as part of a logistics management operation providing support to a specific mission, weapon system, or other program. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, concepts, and theories of logistics management, supply functions to include billing transactions, and the standard practices, methods, and techniques applicable to FMS and Security Cooperation process and data systems.
Practical knowledge of a wide range of well-established and commonly applied logistics management and supply management data processing and requirements for FMS transactions in applicable automated supply system, and in-depth knowledge of related systems functionality.
Knowledge of FMS support requirements to provide coverage of funding, supply, and a variety of other technical support activities.
Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use, to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program.
Ability to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
