Duties
Assist program managers in maintaining existing partnerships and developing new relationships to support the program goals.
Identify programmatic issues or conflicts to make recommendations to resolve problems.
Support critical programs and services on a unit using a multi-sector approach to funding.
Coordinate modifications to partnership agreements to ensure approved agreements are aligned with unit priorities.
Communicate role and responsibilities to ensure strategic plans, mission, vision and values are understood by the workforce.
Coordinate with managers to integrate program goals in support of the Forest.
Communicate with diverse audiences through strategic plans, work plans and other written forms of communication to explain program objectives and goals.
Assist with the development of briefing materials to update leadership on program objectives and goals.
Prepare and answer program-related correspondence to maintain effective communication with staff, external agencies and partners.
Manage production of print and electronic news to market products/services via web and social media, audio and video podcasts, and print publications to highlight the volunteer and service program.
Requirements

Qualifications

Specialized Experience Requirement:
GS 11:
Applicants must have one year of specialized experience equivalent to at least the GS-9 grade level. Examples of specialized experience include: Participated in the development, maintenance, and health of a Volunteers & Service program and partnership engagement on a unit; assisted staff responsible for coordinating Volunteers & Service partnerships regarding alignment of partnership and participant engagement with program and agency priorities; assisted in the development of resources and program support to enhance Volunteers & Service efforts in collaboration with field and national staff, non-governmental organizations, other government agencies, community organizations, and/or other local or regional stakeholders; assisted in preparing correspondence on subjects where policies and precedents are established and obtained signature.
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
