The selectee develops and directs a full-scale financial management program designed to provide the Administrator and other top management staff with substantive financial and budget data and analysis for use in making sound financial decisions concerning present and future programs and operations within the Agency to ensure proper economic management of all financial resources.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Participate with the Agricultural Marketing Service (AMS) Administrator and Associate Administrator in the formulation of Agency financial policies and programs.
Principal advisor to the Administrator, Associate Administrator, and top management staff on all financial matters concerning Agency appropriations, allotments, reimbursements and trust funds.
Formulate estimates of funds required to carry out authorized activities of the Agency including operating and program funds.
Plan, develop and prepare justifications for resources required to carry out the programs of the Agency.
Develop and direct a system for coordinated budgetary administration within the Agency. This includes managing a process of apportionments, allotments and budgetary reporting.
Review the budgetary and accounting implications of proposed new activities/programs, or changes in existing activities/programs, and make recommendations with respect to their financial impact.
Lead the development of policies and plans for carrying out Agency programs through joint financial responsibility with States, industry, trade groups, and other non-Federal and Federal agencies.
Lead the financial analysis and expenditure tracking for the procurement of food for all of the Department’s various nutrition programs.
Configure and maintain the financial accounting system in a manner which will effectively accomplish the broad objectives of the Agency.
Requirements
- You must be a US Citizen or US National.
- Individuals who were born male after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Developing and directing a full-scale financial management program designed to provide senior officials with budget data and analysis for use in making sound financial decisions.
Planning and developing justifications for resources required to carry out agency programs.
Developing and directing a system for coordinated budgetary administration, including managing a process of apportionments, allotments and budgetary reporting.
Formulating estimates of funds required to carry out authorized activities including operating and program funds derived from annual appropriations, permanent or continuing appropriations, trust funds, special revolving funds, and interagency and/or interdepartmental transfers and reimbursements.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
