The incumbent serves in the Care in the Community (CITC) Service for the W.G. "Bill" Hefner VA Medical Center (SBYVAMC), Salisbury NC. The incumbent provides a high level of direct and administrative support to the facility, community vendors, management, and clinical services. The primary purpose of this position is to provide support to Vendors desiring to participate in the CITC program. The incumbent will be under the direct supervision of the Service Chief, Care in the Community.
Duties
Major Duties include but are not limited to:
Serve as a SME for the CITC program area by assisting the CITC Chief (Program Manager), supervisors, and employees and vendors by investigating and resolving program issues they may be having
Provide guidance to vendors on the CITC processes and procedures
Collaborates with managers, supervisors, and leaders to ensure that comprehensive training solutions are designed for efficient and effective fulfillment of vendor and staff needs
Queries non enrolled vendors within the approximately 21 county SBYVAHCS catchment area for community vendors that provide care in specialties that are not provided or have limited access
Meet potential vendors, present Mission Act brief, assist potential vendors applying for national provider identifier (NPI) and/or Veteran Care Agreement (VCA) mandatory requirements for joining Veteran Affairs community care network (VACCN)
Serves as the CITC representative on local committees, records management committee (RMC), Integrity and Compliance committee, VISN 6, Integrated Veterans Care (IVC) group
Provides IVC group with updates on best practices and challenges identified by CITC staff
Maintains contact with community vendors and other staff in various non-VA clinic settings to resolve delays and misunderstandings in the medical administrative aspects of providing medical care
Intervenes and resolves disputes between the Veteran and other staff
Reviews work in progress or upon completion and spot checks work as deemed necessary to assess the quality of work/care produced by each employee
Coordinates consultations and referrals of patients to other specialty services and schedules patients for future appointments in accordance with physician clinic profiles and input from the patient
Must also adhere to current local and national consult scheduling policies
Conducts special studies for identifying opportunities to improve customer service and process quality
Assists in the clinical access to care utilizing clinic wait times and patient delays
Assist the Program Manager in developing position papers and decision documents
Serves as the Facility Optum representative
Assists in orienting and advising physicians, residents and interns in VA regulations, policies, and procedures on CITC matters and serves as a Team Advocate when current policies impair efficient and effective patient care
Assists the Program Manager and leadership to ensure responsible utilization of program funds, personnel, and resources
Keeps the Program Area informed and up to date concerning appropriate administrative regulations such as eligibility for care, control of medical records, availability of special tests and procedures, consult nomenclature updates
Must analyze, interpret, and implement regulations accurately to reflect current operating procedures and is familiar with precedents concerning changes in regulations or policies
Analyzes situations to determine what decisions can be made or if advice of a higher authority is needed on special problems that may involve public relations
The incumbent will be responsible for coordinating and supporting mechanisms for the successful data entry and validation
Coordinates the collection of data concerning patient care activities; makes computations as required and reports monthly, quarterly, or annually to management
Functions as the primary liaison to multiple staff which are internal and external to VA and serves as a conduit for informational flow and management of assignments between such offices

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting; developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operation; practical knowledge; developed through increasingly difficult, on-the-job training or experience dealing with the operations, regulations, principles, and peculiarities of the Patient Safety, Risk Management and Quality Management programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) full year of graduate level education or superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-07 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
