THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a IT SPECIALIST (CUSTSPT) (Title 5), Position Description Number T59063000/T5906000 and is part of the OK 138th Fighter Wing, Oklahoma Air National Guard.

Duties

GS-09: This position is located in the Operations Section of a Base Communications Unit, Mission Support Group, in an Air National Guard Wing. The purpose of this position is to serve as an Information Technology (IT) specialist performing analytical and evaluative duties related to classified/unclassified computer networks, controlling, coordinating, and tracking all IT systems production activities, base level assistance in the operation and maintenance of the installation's computer network, and providing technical assistance, training, and support to customers. This position is responsible for providing voice, data, wireless, and information security services provided to the Wing, supported Geographically Separated Units (GSU), and tenants. This position provides tier one support to the Wing, GSU, and tenants. Administers classified and unclassified local area network (LAN) clients, monitors ongoing operation of network systems to ensure hardware and software functions, and meets operational standards. Identifies and resolves complex network related problems occurring within the assigned area of responsibility. Responds to customer requests for assistance, ensuring trouble reports are handled expeditiously. Troubleshoots hardware, software, and LAN/Client operating system problems. Evaluates workstations for appropriate type of hardware and software to ensure system interoperability. Installs associated peripheral hardware in workstations. Formats hard drive file systems using current industry standards and allocates file names using proper naming conventions. Utilizes workstation troubleshooting tools. Installs, configures, and troubleshoots current downward directed operating systems. Incumbent uses data, voice, and wireless principles to plan, test, and configure client systems, network, voice and personal wireless communications systems, to include specialized and unique platform IT systems. Participates in planning, monitoring, testing, maintaining, and operating multiple client systems-based platforms. Installs network hubs, switches and client workstations. Optimizes and fine tunes performance and troubleshoots common to complex client system problems. Resolves connectivity and interoperability conflicts between network components. Analyzes reliability of installed equipment and software and studies usage reports to identify and correct problems. Applies a wide variety of methods and practices to ensure systems are used properly. Identifies trends in the types and frequency of errors and recommends changes to ensure optimum effectiveness is achieved. GS-11: This position is located at an in the Air National Guard (ANG) wing, Mission Support Group, Base Communications Unit. This position is responsible for providing voice, data, wireless, Communications Focal Point (CFP) and information security services provided to the Wing, supported Geographically Separated Units, and Tenants. The incumbent specializes in one or more of the major information technology (IT) and/or communications systems/functions managed and maintained by the Unit - network infrastructure, wireless systems, voice systems, and CFP operations. Manages the assigned IT/communications environment with privileged access at the network level for the Wing, Geographically Separated Units (GSU), and Tenants. Plans, coordinates, installs, and continuously analyzes system design, hardware and software. Develops, recommends, and installs solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Provides Information Assurance systems support for all disciplines, ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services. Serves as a focal point for ensuring functionality and operability of the assigned IT/data systems/functions, voice and wireless systems to support mission requirements of Wing, Geographically Separated Units (GSU), and Tenants. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency, and reliability of system/functional resources while managing the communications focal point coordination and workload distribution duties. Analyzes, manages, and directs installation of any new hardware or software introduced into the environment to ensure its compatibility with existing architecture, its reliability, and functionality in relation to the organization's business requirements.

Qualifications

General Experience - Experience that provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Specialized Experience- GS-09: 1 year equivalent to at least GS-07 experience in the performance of tasks such as: Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Operating computer consoles where this involved choosing from among various procedures in responding to machine commands or unscheduled halts. Scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. Preparing documentation on cost/benefit studies where this involved summarizing the material and organizing it in a logical fashion. GS-11: 1 year equivalent to at least GS-09 experience that demonstrated knowledge of computer requirements and techniques in carrying out project assignments consisting of several related tasks, such as typically is the case in development of minor modifications to parts of a system on the basis of detailed specifications provided. The assignments must have shown completion of the following, or the equivalent: Analysis of the interrelationships of pertinent components of the system; Planning the sequence of actions necessary to accomplish the assignment; and Personal responsibility for at least a segment of the overall project. Such skills are typically gained in the computer field or through performance of work where the primary concern was the subject matter of the computer application (e.g., supply, personnel, chemical process control), and computer-related efforts were required to facilitate the basic duties. Also, work in management analysis, program analysis, or a comparable field may have provided such skills. (Such experience may also have been obtained by applicants for GS-9 and GS-11 positions in this field.) Must be able to obtain a Secret Security Clearance within one year of hiring.

Education

Substitution of Education for Specialized Experience -

At the GS-09 Level, master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.
