The primary purpose of this position is to develop and execute: Readiness Plans, Policy and Training & Operations programs; Force Support policies, plans and procedures for Air Force-wide oversight to organize, train and equip wartime/contingency Force Support capabilities; and ensure proper utilization of resources.

Duties

Program Specialist and subject matter expert for Force Support Readiness Program Plans, Policy and Doctrine for the total Air Force Active Duty, Reserve Component, and Civilians. Supports the DCS/Manpower, Personnel and Services lead for the Continuity of Operations Plan (COOP), the Joint Emergency Evacuation Plan (JEEP), the Emergency Relocations Staff (ERS) and Reconstitution Planning Team (RP1) operations. Leads or conducts special projects involving the full range of Force Support Readiness functions across the total force. Represents the Directorate/Division with a variety of organizations.

  • This position is subject to provisions of the DoD Priority Placement Program
  • Disclosure of Political Appointments
  • May be required to travel by military and/or civilian aircraft in the performance of official duties.
  • May be required to take part in readiness exercises and/or operations. TDY may include the being under field conditions. The incumbent may be required to support and oversee implementing programs to participate in full field and special evaluations.
  • Drug testing designated position. The incumbent is subject to random testing for drug testing. It is required that you refrain from the use of illegal drugs and if requested, submit to urinalysis testing.
  • Required to report to the AF Crisis Action Team when activated.
  • Key position. In the event of a crisis situation, war, or mobilization, the incumbent must continue to perform the duties to support mission requirements. A member of the Ready Reserve may not fill the position on a permanent basis. (cont.)
  • (cont.) If filled by a member of the Ready Reserve, appropriate action must be undertaken to change the incumbent's reserve status to a status other than that of Ready Reserve. In accordance with AFI 36-507, Mobilization of the Civilian Work Force.
  • Completion of the Contingency Wartime Planners Course (CWPC) is required within 12 months of appointment to the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include (1) directing the integration of functional readiness planning concepts related to Manpower, Personnel, Services, Force Management, and/or Plans and Integrations; (2) applying advanced human resources principles and practices to develop guidance related to force support plans and policy formation/implementation; (3) devising solutions to problems in which competing or conflicting laws, rules, policies, and/or objectives are involved; (4) developing courses of action in response to changes in strategy, planning concepts, and/or joint planning guidance. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of major aspects of Air Force level Manpower, Personnel and Services plans, policy, systems, and procedures for conducting major operations such as war, humanitarian operations, natural disasters, homeland and domestic operations, mobilization, and deployment Expert knowledge of Force Support Plans, Policy and Doctrine goals and objectives as it relates to organizing, training, equipping, planning, and deploying Force Support capability to accomplish the global mission. Knowledge should include an understanding of the relationship of policy and doctrine in overall planning of military operations, exercises, and contingency planning efforts. Develop methods for evaluating the effectiveness of plans, policy and doctrine as related to actual contingency and wartime events. Knowledge of a wide range of administrative laws, policies, regulations, principles, and practices of Department of Defense and/or agency program goals. Expert knowledge of Force Support policies and procedures is required. Ability to plan, organize, and provide guidance to Air Force readiness agencies through mentorship, motivation, and development in pursuit of DoD and USAF strategic initiatives. Ability to analyze, plan, and adjust work operations to meet program requirements within available parameters. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
