This BUDGET OFFICER position, is located within the Financial Management Division at a base-level Air National Guard (ANG) Aviation Wing with responsibility for all budgetary operations necessary to support the plans, programs, missions, and activities of the wing and its geographically separated units (GSUs) and is part of the CA 129 RQW.
Duties
THIS IS A T32 EXCEPTED SERVICE, PERMANENT POSITION.
The primary purpose of the BUDGET OFFICER, GS-0560-12, is to provide management oversight and guidance for both budget formulation and budget execution according to the Resource Management System (RMS). The incumbent is recognized as the top technical authority regarding fiscal and budgetary policy, law, and regulatory guidelines for all organizations serviced by the Wing Budget Office. The incumbent fosters an environment conducive to teamwork among resource managers and decision-makers in meeting the objectives and goals of the Resource Management System. This incumbent accomplishes budget functions in support of state and federal Air National Guard operations, training, and readiness missions, and the contingency operations of its total force and joint service partners.
This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Qualifications
General Experience: Must have a minimum of one year on-the-job experience in the grade immediately below the next higher level?
BUDGET OFFICER, GS-0560-12: Must have at least 36 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures; Experience understanding oin-depth knowledge of financial principles and procedures with understanding of the principles and concepts of the National Guard financial budget business program requirements; Experience that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies and procedures.
