The Nurse Recruiter (NR)/Scholarship Coordinator is a professional registered nurse responsible for administration, management, and evaluation of the nursing recruitment program (Registered Nurses, Licensed Vocation Nurse, Nursing Assistant, Diagnostic Radiology Technicians, and, Medical Instrument Technology) and for planning coordinating, and evaluating programs related to nurse recruitment/retention.
Duties
The Nurse Recruiter possess knowledge of applicable standards of practice, accreditation standards, EEO, regulations, and effective credentialing practices in the recruitment of nursing staff and technicians. The Nurse Recruiter/Scholarship Coordinator will also be responsible for promoting the National Nurse Education Initiative Program (NNEI), Employee Initiative Scholarship Program (EISP) and VA National Education for Employees Program (VANEEP) for employees interested in advancing education and meeting the need for qualified health care staff in an occupation for which recruitment or retention is difficult.
Nurse Recruiter/Scholarship Coordinator participates in the recruitment and retention programs and other aspects related to the maintenance of a highly competent workforce for Patient Care/Nursing Service. Functions as an internal consultant in assisting the improvement processes, programs, resources, and services related to recruitment and retention. Evaluates, organizes, and maintains databases, prepares, reports, and works collaboratively with others to assess variances, monitor EISP/NNEI/ programs and project needs of the facility. Facilitates recommendations for systems and/or resource changes that will serve to improve the work force and resource utilization. Works collaboratively with nursing administration, leadership and Human Resources Management Service to meet resource needs. Works collaboratively with schools to assist NNEI/EISP/VANEP recipients in completion of their academic program.1.Applies knowledge of applicable standards of practice, accreditation standards, EEO regulations, and effective credentialing practices in recruitment of nursing service staff.2.Acts as a consultant to staff within the medical center in matters relating to education.3.Develops, implements, and maintains systems to account for staffing levels and projected needs.
Places local, regional, and national classified advertisements in the appropriate media to recruit qualified candidates for nursing positions.4.Guides RN's and Advanced Practice Nurses (APN) in the application and Nurse Professional Standards Board (NPSB) processes to help meet qualification standards at the highest level.5.Analysis and communicates to resolve problems that impede the retention of nursing staff.6.Providing assistance and guidance to applicants during the application process as requested by the applicant.7.Actively participates on medical center or service-level ad hoc or standing committees or councils.8.Establishes active relationships with professional and/or other health related groups in the community, for example, with universities by teaching positions and holding offices or committee membership within professional organizations.9.Participates in recruitment activities; including attending job fairs and displaying recruitment material at professional meetings/conventions.10.Serves as a consult at the VISN, facility and/or community level in area of recruitment. Collaborates with personnel management staffing specialist in applying VALLHS policies and procedures during the hiring process. 11.Initiates and/or leads interdisciplinary committees, task forces, groups to improve patient care at the program or medical center level.12.Guides/Assist Nurse Manger/Leaders in the selection of qualified applicants.13.Evaluates system informatics to provide data related to nurse vacancies.
Scholarship Coordinator1.Serves as the nursing scholarship coordinator for the National Nursing Education Initiative (NNEI), Employee Incentive Scholarship Program (EISP) for LVN seeking to advance education as a Registered Nurse, and VA National Education Employee Program (VANEEP).2.Review scholarship applications for completeness prior submission to the Selection Committee.
Obtaining applicant's signatures on the EISP acceptance agreements3.Notifying applicants who have been approved for funding within 10 days after S&CE provides notification of final scholarship approval and allocates funds to the requesting VA facility.4.Ensures educational programs under consideration by employees interested in scholarships meet required standards and meet the facility's goals needs.5.Submits applications and supporting documentation as directed by Healthcare Talent Management Office (HTM), maintains on-going database of scholarship recipients to nursing academic program.6.Ensures employee and facility compliance through the course of study and employment obligation period, implementing appropriate actions on any noncompliant employee.7.Reports participates academic or training progress and submits required reports and documentation to HTM including Annual Review of Enrollee Progress Report, and student completion.
Work Schedule: 7:30 - 16:00, no weekends no holidays

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Documented and demonstrated experience in interdisciplinary team recruitment
Documented and demonstrated experience in performance improvement activities related to recruitment, retention, and recognition strategies leading to sustained improvements in vacancy/turnover rates and in patient outcomes.
Certification in Nursing or Clinical Recruitment
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
