This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Office of the Center Director (OCD).
As a Health Insurance Specialist, GS-0107-14, you will serve as a policy advisor responsible for providing technical assistance and program expertise on policy and related operations in support of the COVID-19 Public Health Emergency (PHE) flexibilities "unwinding" work.
Duties
Provide authoritative recommendations on key issues affecting the operations of the Center and CMS programs.
Coordinate projects which cut across component offices and conducting special assignments on a wide range of significant management and program policy issues.
Support or lead CMCS work on releases and communications rollouts including timely and accurate responses with groups, the Office of Communications and other CMS components.
Coordinate responses to requests for regulations clearances, budget call letters, briefing materials, Office of the Administrator meeting information, GAO/OIG entrance/exit conferences information, and other requests for technical document.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical assistance to higher-level management officials, and other key stakeholders on program policy and operations; 2) Analyzing existing or new Medicaid, CHIP or Basic Health Care health insurance program policies to assess impact on operations to propose modifications; 3) Overseeing and coordinating management projects, initiatives, or decision-making analytical/evaluation studies; AND 4) Preparing technical documents (i.e. regulations, manuals, program guidelines, program memoranda, policy letters, communications rollout plan, or implementation instructions) to communicate program policies/initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
