You will serve as an Assistant Program Manager (APM) in the Surface Ship Readiness Program, Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT.
Duties
You will lead acquisition studies and coordinate the development of cost estimates and analyses in response to tasking during all phases of ship acquisition.
You will develop and coordinate program and acquisition documentation required to meet regulations.
You will provide evaluations, guidance and recommendation that forms strategies for the US Navy commonality policy direction and investments.
You will represent NAVSEA and the Principal Assistant Program Manager (PAPM) to NAVSEA field activities, other government agencies, and contractor organizations.
You will conduct strategic program planning and schedule short and long-term program objectives, and review Field Activity resources and capabilities with respect to those requirements.
You formulate, develop, and manage multiple ship class programs, which support achievement of challenging program performance objectives and complex program solutions.
You will manage resources and to apply program management techniques, practices, and theories, sufficient to provide expert program management oversight.
You will solve broad programmatic and sustainment issues and implements strategic plans within and across organizational components.
You will develop, deploy, and administer strategic plans, goals, objectives, and business office initiatives supporting technical and programmatic direction for the current fiscal year and across the Future Years Defense Program.
You will ensure the application of program and technical rigor for program operational aspects including cost estimating, budget analysis, and financial management.
You will develop program Plan of Actions and Milestones, identifying critical paths and program risks, and mitigation of such.
You will provide risk management expertise for integration and design related issues, including risk identification and mitigation.
You will present complex technical issues to senior leadership, Technical Director including plans to resolve issue and mitigate associated risks.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing program requirements (e.g. cost estimating, budget analysis and planning, schedules, strategic planning, financial management, resource allocation, manpower, performance, contracts, risk assessments, or project planning) to support the acquisition, procurement, life cycle, or sustainment shipboard systems, subsystems, or components.
