This position is located in the Bureau of Population, Refugees, and Migration of the Department of State, Washington, D.C. The incumbent serves as the Budget and Data Division Chief in the Bureau of Population, Refugees, and Migration, Office of Policy and Resource Planning and supervises a team of approximately 13 staff. The mission of PRM is to provide protection, ease suffering, and resolve the plight of persecuted and uprooted people around the world on behalf of the American people.
Duties
Directs and coordinates the formulation and development of budget requests as well as initial allocation of appropriated funds, their implementation, and oversight of the Bureau’s multibillion dollar budget.
Provides authoritative policy guidance in relation to the Bureau’s data analysis.
Monitors financial and program performance throughout the year to ensure compliance with financial plan and effective use of resources.
Interprets and translates for senior PRM principals complex data science concepts, findings, and limitations into concise, written and graphical data analysis in order to inform critical Department policy and management decisions.
Requirements

- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience formulating, justifying, and executing foreign assistance budgets in excess of $50 million for an organization.
Experience analyzing budget practices for humanitarian organizations and/or foreign assistance programs.
Experience providing oversight of and adjustments to foreign assistance and/or humanitarian budgets, including programs and capabilities of international relief organizations.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
