Duties

You will interpret DoD, DoN, or NAVFAC financial policy independently to ensure fiscal compliance. You will analyze financial data and perform account reconciliations for audit and FIAR compliance with minimal assistance from supervisor. You will review funding documents independently and send for acceptance. You will validate Dormant Account Review transactions and prepare or review required key supporting documents with minimal assistance from supervisor.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

GS-09 LEVEL:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Examining, validating, and reconciling fiscal accounts; 2) Researching financial issues/errors and recommends resolution; 3) Processing and validating financial transactions in various automated financial systems; and 4) Providing assistance on financial management issues to managers and organizational personnel. GS-07 LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Maintaining accounting and financial statements for record keeping; 2) Receiving accounting/financial statements to verify for completion; 3) Extracting and pulling financial reports, verifies data and annotates anomalies or potential errors. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09
You must have successfully completed a master's or equivalent graduate degree;

OR
Have successfully completed two full years of progressively higher level graduate education leading to a master's degree;

OR
have obtained an LL.B. or J.D. that is related to the position being filled.

Note: This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This information must be supported in your resume for you to receive further consideration for this position.

OR

You must have a combination of experience and graduate education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience must equal one hundred percent.

GS-7
You must have successfully completed one full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position;

OR
You must have successfully completed a bachelor's degree with superior academic achievement.

OR
You must have a combination of experience and education as described above that equates to one year of experience.

Your percentage of the required education plus your percentage of the required experience must equal one hundred percent.
