You will serve as a Financial Technician in the Resources and Budget Department (N4), Naval Oceanographic Office of NAVOCEANO BAY ST LOUIS.

Duties

You will verify, maintain and reconcile accounts and accounting data, prepare and analyze reports. You will provide technical in the receipt, disbursement, examination, deposit and custody of cash items which includes handling cash items or use of cash accountability control methods. You will review documents to determine signature authentication and correct processing codes which may include operation of cash registers. You will examine documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government, satisfaction or default in fulfilling contractual obligations. You will determine pay, payroll records maintenance and completion of reports pertaining to civilian employees of the Federal Government. You will answer requests and provide advice to employees, supervisors, staff in other financial management series and personnel specialists on pay related rules, regulations and procedures. You will post, examine, balance, compute and extract date from records to prepare reports. You will establish, maintain, correct and close pay accounts for active, reserve or retired armed forces personnel and their annuitants. This includes in processing, out processing and separating service members. You will work in support of budget analysis and administration such as maintain ledgers, budget formulation, compiling, consolidating, checking and arranging funding data.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Financial Management Level One certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Experience performing account maintenance and accounting support work requiring a basic understanding of accounting systems, policies and procedures. 2. Experience receiving, reviewing and/or processing a wide-range range of documents for accuracy, adequacy, and compliance of regulations for goods, services, and/or travel orders/vouchers. 3. Experience computing cost estimates/analysis for travel, per diem, and travel advances in accordance with Travel Regulations, Local Travel Policy/Business Rules and Financial Management Regulations. 4. Experience receiving, reviewing, and processing (computing cost estimates) a wide range of travel orders and vouchers for accuracy and completeness in accordance with travel regulations and local policy. 5. Experience performing technician work in support of budget analysis and administration such as maintain ledgers, budget formulation, compiling, consolidating, checking and arranging funding data. 6. Experience providing customer service in response to both telephonic, in person and e-mail/written inquiries related to travel claims. 7. Experience researching and analyzing financial reports and data files and providing assistance in interpreting and evaluating financial andaccounting. 8. Experience preparing and updating Standard Operating Procedures (SOP)/Training Briefs/Command Instructions.
