You will serve as a Financial Technician in the Research and Budget Department (N4) of NAVOCEANO BAY ST LOUIS.
Duties
You will provide account maintenance and support work requiring a basic understanding of accounting systems, policies and procedures to examine, verify, maintain and reconcile accounts and accounting data, prepare and analyze reports.
You will provide technical work in support of the receipt, disbursement, and examination of financial transactions.
You will examine documents for accuracy, adequacy of documentation, compliance with regulations for goods and services provided to or by the Government.
You will answer requests and provide advice to employees, supervisors, staff in other financial management series and personnel specialists on pay related rules, regulations, and procedures.
You will perform technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking and arranging data.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- This position may be eligible for ad-hoc telework at the discretion of management.
- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require occasional travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1. Experience with technical work in support of the receipt, disbursement, and examination of financial transactions.
2. Experience applying knowledge of regulations (e.g., Appropriations Law, Prompt Payment Act) required to examine invoices, vouchers, and
related documents.
3. Experience in financial management to include monitoring of commitments and obligations.
4. Experience with preparing and using Microsoft Excel spreadsheets to include formulas and pivot tables.
5. Experience communicating orally and in writing.
6. Experience working in a team environment.
7. Experience reviewing and analyzing financial reports generated by the financial system and determines compatibility of each with plans, prior
month status, other relevant reports, and the general ledger.
8. Experience researching accounting and system errors to identify accounting problems and discrepancies, determines if adjustments or
corrections are required and takes necessary action to correct.
9. Experience analyzing diverse financial management technical methods, techniques, precedent cases, and procedures to resolve an extensive
range of difficult financial issues or problems.
