Duties
Serves as a senior technical specialist in the application of internet and intranet technologies to meet the needs of functional customers based on fact finding meetings to specifically identify web requirements.
Applies knowledge of the internet, intranet, and extranet environments and related web technology issues such as website tools, security and firewalls, secure web transaction processes, browsers and their compatibility and usage.
Provides leadership and technical expertise in the development, implementation, and maintenance of SharePoint server and other web application environments.
Provides project leadership and expert system analysis and programming support on the use and implementation of SharePoint technologies into new and/or expanding areas.
Responsible for technical planning, design, development, testing, implementation, and management of the DFAS Intranet and Extranet activities.
Coordinates with customers to specify web page/internet requirements. Designs web pages, creates site content, and prepares programming specifications based upon customer need and source of data.
Develops plans, schedules, and estimates resource requirements to deliver web products.
Analyzes factors such as site usage, availability of current data, and purpose of the site.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location. Oral Communication- briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
Problem Solving- identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions
In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Designing, implementing and managing Information Technology (IT) web-based systems using mid-tier technologies. Installing, configuring and administering web application server products. Installing, configuring, and maintaining a SharePoint 2013 (or higher) server farm.
