You will serve as an IT SPECIALIST (PLCYPLN) within HEADQUARTERS US INDO-PACIFIC COMMAND.

Duties

You will provide KM subject matter advice to the Deputy Commander (O-9), Chief of Staff (O-8), J6 (O-7), and staff at all levels, primarily O-5 and above. You will serve as the KM technical authority and takes the lead role coordinating KM efforts between USINDOPACOM, Theater Components, Sub-Unifieds, Direct Reporting Units (DRUs) and supporting commands to ensure full alignment across the USINDOPACOM. You will develop long-to-mid-term strategic KM plans for the USINDOPACOM AOR and provide authoritative guidance in determining ideal KM solutions supporting C2 doctrine. You will be responsible for performing the full range of personnel management initiatives, including conducting oversight of work/management tasks and a variety of projects with objectives to improve USINDOPACOM knowledge utilization.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Developing Knowledge Management program plans, policies, and standards; 2) Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT/KM issues; 3) Articulating financial impact of technology solutions and selections; 4) Applying analytical and evaluative methods and techniques to assess knowledge needs and to evaluate the effectiveness and efficiencies of various KM and change management processes; 5) Planning, organizing and directing studies to develop long-range plans that recommend and implement configuration changes to complex information systems.
