The primary purpose of this position is to exercise 1st level supervisory and position management responsibilities over subordinate employees within the Force Development, Training and Readiness Branch.

Duties

Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time. Plans, organizes, and oversees the activities of the organization, ensuring operations comply with legal and regulatory requirements and meet customer needs. Participates in special operation projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses. Represents the organization with a variety of installation and functional area organizations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis Series. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience such as developing goals and objectives that integrates organization objectives; Establishing, revising, or reviewing policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements; Establishing metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to plan, organize, and direct mentor, motivate and appraise the staff of a small to medium sized organization. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
