The primary purpose of this position is to serve as an acquisition program manager responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle in the Systems Development Directorate.

Duties

DUTY 1: Assesses progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. DUTY 2: Plans, organizes, directs, coordinates activities of functional specialists including contracting, engineering, manufacturing, program control, configuration/data management, test, and logistics. DUTY 3: Reviews and directs the progress of contractors in meeting program objectives. DUTY 4: Prepares and presents staff studies for presentation to the Program Director and other management officials.

  • A baccalaureate degree in general management, business administration, engineering management or a related acquisition field and a master’s degree highly desired.

Qualifications

This is a GG-09t12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09t12 duties for the "Administrative and Management" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09t12 level. The selectee's salary will be set within the 09t12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GG-09 Requirements SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include performing entry to moderately difficult assignments consisting of a variety of standardized and non- standardized tasks to further orient the employee in the application of occupational principles, methods, and techniques. The employee uses judgment in interpreting and adapting guidelines such as the policies, regulations, precedents, and work directions for application to specific cases or problems. Works projects with guidance and direction to complete assigned task; which are performed utilizing trained methods. Carries out successive steps and handles problems in work assignments in accordance with instructions, policies, previous training, or accepted practices. Required to brief the outcome of completed task offering findings and suggestions of independent analysis, subject item, processes, and/or issues identified. Completed work must be reviewed by the supervisor for accuracy, adequacy, and adherence to instructions. GG-11 Requirements: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include performing difficult to complex assignments consisting of well-precedent tasks to further orient the employee in the application of occupational principles, methods, and techniques. Applies learned skills gained through training to conduct analysis, exercise judgement, develop solutions to problems, and apply appropriates guidelines, policy, and regulations. Independently works projects with limited guidance and direction to complete assigned task; which are performed utilizing trained methods. Work includes various duties involving different and unrelated tasks. Examples of creditable experience include Comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles; knowledge of the activities and purpose of functional support personnel and ability to coordinate such aspects of systems acquisition as engineering, contracting, program control, configuration, test, manufacturing, and integrated logistics support to effectively implement program management and direction; and knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, Air Force, and user commands that govern, interface with, and/or influence the systems acquisition process and integrated life-cycle management. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency This position is a developmental position and will be filled at the GG-09 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of the principles, policies, legal requirements, and practices of systems acquisition and program management to plan, organize, and manage critical aspects of the development, production, and/or deployment of systems, subsystems, and equipment that are within state-of-the-art but require significant application of new principles. Knowledge of complex systems in order to gauge the results of acquisition and in-house efforts to guide existing programs, and determine and correct future program deficiencies. Practical knowledge of systems and software in order to apply new acquisition methods, approaches, or procedures. Knowledge of DoD acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process. Skill in communicating both orally and in writing in a clear and accurate fashion. Ability to analyze conflicting information from multiple sources and determine/apply proper approaches to problem resolution. This task is accomplished in an environment of state-of-the-art technology and time critical deadlines. Ability to keep abreast of acquisition changes and trends as applied to the management of technically complex systems and to maintain and control classified information. CONDITIONS OF EMPLOYMENT CONT. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position has been designated as an Acquisition position and is covered by the Acquisition Professional Development Program (APDP). Employee must meet Defense Acquisition Work Improvement Act (DAWIA) certification and requirements applicable to the duties of the position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit copies of your college transcripts.

COMBINATION OF EDUCATION AND EXPEREINCE: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of transcripts.

GG-11 Education Requirements
EDUCATION: I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as accounting, finance, economics, organizational management, or related field of study. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: I have less than the full amount of specialized experience required described in the job opportunity announcement; however, and I have 2 years of progressively higher level graduate education, but have not obtained a Ph.D. or equivalent graduate degree. Therefore, I have a combination of experience and education. NOTE: You must submit a copy of your transcripts.
