This position is located within the Office of Chief Human Capital Officer (OCHCO), Alternative Dispute Resolution (ADR) Program in Washington, D.C. The incumbent reports to the ADR Director as a first or second line supervisor. The incumbent also serves an an ADR Specialist for the Department of Veterans Affairs (VA) and is responsible for promoting and contributing to VA's Workplace ADR program by managing contracts, offering guidance and support to VA ADR program managers.
Duties
Provide expert advice, assistance, and guidance to program leadership on budgetary policies, regulations, and objectives.
Perform research and gathers information to understand the overall context of the budgetary needs of the program.
Create documents to capture annual budgetary changes, justification documents, and other documents.
Maintain complex databases, registers, and other budget tracking systems employed by the organization.
Track obligations, expenditures and the flow of funds.
Serve as the contracting officer representative (COR) for ADR contracts from requirements determination through contract closeout
Develop statements of work, conducts market research, and assists in the technical review and evaluation of proposals.
Serve as the first point of contact for questions, concerns, or feedback from both stakeholders and contractors.

Specialized Experience:
To qualify at the GS-12 grade level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position is defined as: (1) Providingbudget analysis work to include: forecasting, formulating budgetary recommendations and developing strategies for a program Director; (2) Utilizing quantitative and qualitative techniques in order to analyze, evaluate, and measure the effectiveness and efficiency of the organization's budgetary and contract operations; (3) managing contracts or serving as a contract officer representative; AND (4) developing statements of work, conducting market research, and evaluating proposals regarding contracts..
There is no provision to substitute education for work experience at the GS-12 grade level.
