About the Position: Serves as the financial point of contact (POC) for the St. Louis District with delegated authority. The primary responsibility is to administer the District programs such as the Financial Management Specialist, Customer Service Representative, Agency Program Coordinator, support to staff accountants, and administrative support to the Chief, Resource Management.
This position will allow for telework. This position is NOT eligible for full-time telework.
Duties
Provide assistance and information to recommend courses of action considering current status of funds.
Process the distribution of labor and award cost at the end of each pay cycle.
Provide training and/or guidance to timekeepers with various computerized systems.
Provide appropriate personnel technical guidance on matters related to salary computations, pay entitlements, AWOL/LWOP, advanced leave, donated leave, and/or Fair Labor Standards Act (FLSA).
Draft and/or prepare office correspondence such as briefs, letters, etc., for the Chief, Resource Management review and approval.
Trace transactions and determines the appropriate documentation to reflect the source of discrepancies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81.
- Incumbent of this position is required to comply with all Department of Defense and Department ofthe Army requirements of this certification program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Performing and/or overseeing a variety of financial services functions relating to finance and accounting (F&A) that involve accounts receivable/payable and debt management; 2) Researching and/or resolving accounting and operational data and/or processing problems; and 3) providing advice, assistance, analysis, and/or support services to the Chief, Resource Management, Finance and Accounting, Budget, Manpower, Management and/or appropriate personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
