This position is part of the Department of Energy, Office of the Chief Information Officer, Enterprise IT Portfolio Management Office. As a Budget Analyst, you will be responsible for managing the oversight of The Department of Energy's strategic IT investment Portfolio through the administration of the capital planning and investment control (CPIC) program, as well as supporting Enterprise-wide coordination of Federal Information Technology Acquisition Reform Act (FITARA) requirements.

- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS - GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following:
Assisting in the management of an Information Technology (IT) investment portfolio via a Capital Planning and Investment Control (CPIC) program.
Supporting an enterprise-wide coordination of the Federal Information Technology Acquisition Reform Act (FITARA) requirements.
Participating in the implementation of the Technology Business Management (TBM) framework within an organization.
Assisting in the formulation or preparation of an IT-related budget.
SPECIALIZED EXPERIENCE REQUIREMENTS - GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 3 of the 4 following:
Managing an Information Technology (IT) investment portfolio via a Capital Planning and Investment Control (CPIC) program.
Implementing a Technology Business Management (TBM) framework within an organization.
Coordinating the formulation an IT-related budget with senior officials, IT staff, and budget personnel.
Providing advice or recommendations to leadership on the strategic planning processes of a Capital Planning and Investment Control (CPIC) program.
Education cannot be substituted for experience at the GS-13 and GS-14 grade levels.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
