This position is in the Health Professions Education (HPE) Office (HPEO) and is organizationally aligned and supervised by the Associate Chief of Staff for Academic Affiliations, Designated Education Officer (DEO), who reports to the Chief of Staff (COS). This position has the primary responsibilities for the planning, developing, implementing, directing, evaluating, and coordinating the overall HPE programs for the assigned VA medical facility to accomplish VHA's academic mission.

Duties

Some duties may include: Possessing a broad perspective and comprehensive understanding of health care system operations to achieve a balanced operation with maximum utilization of resources. Resolving a full range of complex management problems that is integral for program analysis, and change management. Ensures program responsibilities are efficiently and effectively accomplished and compliant with regulatory requirements and procedures, accreditation, standards, and laws. Ensure that staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, accreditation standards, laws, and VHA OAA policies and requirements, as well as assuring implementation and accomplishment of the goas and objectives for HPE programs. Playing an active and influential role in day-to-day medical facility policymaking, planning and decision making. Working with leadership to identify budget needs and negotiates to arrive at appropriate funding levels that make the most effective use of resources. Assists in the development of internal review systems and taking actions to assure that clinical, educational, and administrative activities comply with applicable standards. Ensures programs and processes are in place to mitigate risks and meet reporting requirements. Oversee all functions related to the administration of HPE funding, accreditation, appointment process, and affiliate relationships in accordance with VHA directives, handbooks, policies, memos and notices. Ensures staff are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures. Represent the Designated Education Officer (DEO) and HPE Office in formal speaking engagements at facility meetings with the affiliate or at public relations events. Performing a wide range of programmatic and operational functions in a healthcare setting. Performs other duties assigned. Work Schedule: Full-Time, Monday - Friday 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You must also have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating team-based quality improvement plans; Performing administrative duties such as hiring initiatives, time and attendance, performance plans, and disciplinary actions; Reviewing policies and procedures and staying compliant; Conducting analytical studies on operations processes, issues, or special projects; and Handling data related to educational affiliations, clinical training programs, policies, planning, and operations. You will be rated on the following Competencies for this position: Organizational Performance Analysis Administration and Management Compliance Stakeholder Management Human Capital Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary; although, some slight physical effort is required. Work may be performed in a clinical setting to observe program operations and trainee work environments. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Occasional travel including site visits to other VHA field sites and academic affiliates is required.
