The Supervisory Health Systems Specialist (HSS) serves as the Executive Leadership Team's on-site and regional representative for outpatient clinics and is assigned administrative oversight of outpatient clinics in one of two geographic regions in the OKCVAHCS coverage areas.
Duties
Major duties of this position include but are not limited to...
Oversees and maintains business operations at assigned sites; reports daily operational status indicators at all clinics assigned
Effectively implements improvements in workflow processes impacting multidisciplinary group of staff through influence and/or direct supervision of on-site staff
Ensures effective utilization of resources at assigned locations and effective implementation of VHA and facility specific initiatives
Gathers information to provide site-specific recommendations for the ELT of resources at assigned Outpatient Clinic locations to include: space, personnel, construction, equipment, and supplies
Serves as the contracting officer's representative (maintaining COR-II certification) for active leased clinic locations and participates in regularly occurring construction rounds, safety/EOC rounds and the Annual Workplace Evaluation
Develops processes to implement long and short-range strategies that support VHA Directives and/or OKCVAHCS policies and decisions that affect the location; provides coordination of on-site requests for resource requests through collaboration with the Service leadership and the ELT
Directly supervises Program Support Assistant Staff stationed at outpatient clinics around the OKCVAHCS catchment area
Provides staffing assistant support to the Associate Director in addition to duties at assigned clinics
Discusses, investigates and responds to employee grievances and dissatisfactions as requested for fact finding investigations reporting back to the appropriate management official; provides information, resolves conflicts, and/or problems that may occur and ensures management officials are familiar with the agreed upon solution
Makes recommendations to address work-station related changes affecting the organization; hears and resolves complaints and provides informal mentorship for employees at assigned locations
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level of GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to... Mastery of advanced concepts, principles, and practices in health care management to serve as the on-site technical authority for a full range of primary care, mental health and specialty clinics; knowledge of VHA resource management, access management and human resources policy to advise, plan and execute VHA and local organization initiatives and priorities; knowledge and skill to apply the latest developments in continuous process improvement and clinic management practices to resolve problems for which accepted methods are not directly applicable and to review latest policy, directives and internal guidance for the improvement or sustained compliance of facility operations
Preferred Experience:

2. Can independently produce and interpret reports using VHA programs (such as Pyramid and the Corporate Data Warehouse), can analyze data (using Microsoft Excel and similar programs), and can effectively interpret, present and make recommendations based on the information shared to all levels of VHA staff and other audiences as required

Physical Requirements: The work is typically sedentary, with occasional walking in, around, and between OKCVAHCS buildings
