The Supervisory HSSs reports to the Associate Director (AD), OKCVAHCS and provide staff assistant support to the AD and other ELT members as directed. He/she is responsible for coordinating the administration of all operations, to include patient care, by working collaboratively with physicians, nurses and other clinical and administrative staff physically located at outpatient sites as well as line authority of these staff on site or the supervisor's permanent location.
Duties
The position is responsible for providing support to health care executives by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations. The incumbent must assure that operational policies are coordinated with and in support of administrative functions in coordination with the supervisor. The incumbent is expected to use initiative in organizing and accomplishing the responsibilities that have been delegated. Major duties and responsibilities include, but are not limited to the following:
Oversees congressional and VA Central Office Inquiries and conducts investigation of complaints from patients, family members, veterans and others within the community.
Oversees and maintains business operations for assigned services. He/she reports daily operational status indicators for all services assigned.
Implements improvements in workflow processes impacting multidisciplinary group of staff through influence and/or direct supervision of staff.
Coordinates with the National Contracting Office-19 and OKC VAHCS Engineering Service in the coordination of activations, construction projects, renovation of existing space, and significant infrastructure upgrades.
Collaborates with OKCVAHCS Service Leadership and guides clinical and administrative staff in developing and/or executing policies, processes and programs concerning the delivery of accessible, high-quality, and cost-effective health care.
Develops processes to implement long and short-range strategies that support VHA Directives and/or OKCVAHCS policies and decisions that improve the quality of care provided by the OKCVAHCS.
Provides oversight to assigned clinical services by ensuring recruitment tracking, performance appropriates, human resource related actions, and process improvements occur timely.
Makes recommendations to address work-station related changes affecting the organization; hear and resolve complaints and provides informal mentorship for employees in assigned services.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialize Experience Requirement for GS-12: One 1) full year of specialized experience equivalent to the GS-11 level in the Federal service that equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position. Specialized experience includes but are not limited to: Oversees and maintains business operations at assigned sites and reports daily operational status indicators at all clinics assigned; Implements improvements in workflow processes impacting multidisciplinary group of staff through influence and/or direct supervision of on-site staff; Gathers information to provide site-specific recommendations for the ELT of resources at assigned Outpatient Clinic locations to include: space, personnel, construction, equipment, and supplies; Possesses strong data management and analytical skills and can independently extract, produce and interpret reports using VHA programs (such as Pyramid and the Corporate Data Warehouse), can analyze data (using Microsoft Excel and similar programs), and can effectively interpret, present and make recommendations based on the information shared to all levels of VHA staff and other audiences as required; Works with National Contracting Office-19 and OKC VAHCS Engineering Service in the coordination of leasing plans or maintenance/construction projects, renovation of existing space, and significant infrastructure upgrades.
