The Oklahoma City VA Health Care System (OKCVAHCS) is a part of Veterans Integrated Service Network (VISN) 19, which includes facilities in Oklahoma, Colorado, Montana, Utah, and Wyoming. The incumbent of this position will be the Facility/Strategic Planner and Integrated Ethics Officer in an extremely complex health care network within the Executive Director's Service Line.
Duties
Duties include, but may not be limited to the following:
Initiates system wide planning activities to develop, communicate, and continuously update a comprehensive strategic planning process, including the development of appropriate policies and facility strategic plans. Provides support for the update of facility operational plans.
Conducts analyses of space utilization, patient flow, operational workflows, and capacity planning to support the development of facility planning strategies.
Engages senior leadership in all aspects of strategic planning, particularly focusing on the establishment of strategic goals and supporting operating strategies.
Provides staff support to the OKCVAHCS Facility Planning members, directly supporting the Director and direction of the members to ensure comprehensive clinical and administrative program planning.
Works directly with the Chief, Facilities Management Service, and engineering staff to develop Minor Project applications that are comprehensive, defensible and in concert with local and VISN planning priorities.
Represents OKCVAHCS in activities related to community, regional, and state planning activities which may impact the delivery of healthcare in this market area.
Provides guidance and expertise on strategic planning methodologies and techniques to promote a culture of continuous improvement.
Develops and implements policies and procedures for ethical decision-making, conduct, and accountability within the VA healthcare system.
Fosters partnerships with external organizations and experts to stay informed about emerging ethical issues and best practices.
Ensures compliance with relevant laws, regulations, and VA policies related to ethics and patient rights.
Coordinates activities with the OKCVAHCS Quality Manager to insure that planning processes are directly related to performance outcomes and measures. Involves appropriate stakeholders in developing proposals and/or reviewing planning initiatives for consideration and further development.
Serves as the OKCVAHCS planning liaison with Network and facility counterparts. Ensures facility priorities are consistent with the Network Strategic Plan and VHA planning priorities/goals.
Work Schedule: Full Time Monday through Friday, 8:00 a.m. - 4:30 p.m.

Qualifications

Time in Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience Requirement for GS-12: One (1) full year of specialized experience equivalent to the GS-11 level in the Federal service that equipped me with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an position.
Specialized experience includes but is not limited to: Knowledge of VA programs Veterans Healthcare System and the environment in which it operates; ability to focus on significant points requiring management's attention and to analyze various data in order to provide management information in a useful and meaningful form with completed staff action and recommendation when indicated; knowledge of the principles and practices related to the management of complex health care delivery systems and the ability to apply this knowledge to solve unique management problems; knowledge of VA Standard Operating Procedure Manuals and local directives is essential; knowledge of national health reform issues and developments, sharing agreements, DoD operations and policies, and VISN operations and their impact on this medical center; knowledge of wide range of administrative laws, policies, regulations, and precedents that apply to the administration of public programs, this includes knowledge of overall VA goals and objectives, the sequence and timing of key program events or milestones and methods of evaluating the program accomplishments; skilled to plan, organize, and conduct meetings regarding multiple management issues with various levels of employees within and outside the VA system; ability to establish and maintain effective relationships with and gain the cooperation of supervisors, managers, and co-workers on complex or controversial issues; ability to interact with others and to deal with difficult situations in a manner that reflects positively upon the VA; skilled in tactfully persuading others to accept new approaches and ideas is an essential trait; must be able to interact both up and down the chain of authority; knowledge and understanding of OKVAHCS operations is required, and must understand how the services function and interact within the VAMC; must understand the relationship and interaction with the medical center and between the VISN and local DoD facilities; skilled in written and oral communication sufficient to prepare and present findings and recommendations, implementing specific actions regarding controversial issues, or new ideas and concepts; must be able to present ideas, reports, and concepts in a clear, concise manner to inform individuals and groups; comprehensive knowledge of investigative techniques and organizational skills to correlate and analyze regulations, narratives, and statistical materials, to address complex management issues; knowledge of the techniques assisted with the concepts, methodology, principles, and practices of management; techniques include standard setting, work measurement, work simplification, methods study, flow processing, facility layout, human relations, and other forms of statistical analysis. These techniques are used to address complex problems impacting multiple services and management practices of the medical center; knowledge of TJC and other accreditation organizations; knowledge of Lean Management and Advanced Clinic Access principles and objectives; knowledge of Federal Acquisition Guidelines and skilled in completing investigations for fact findings and Administrative Investigation Boards
Preferred Experience:
Congressional and VA Central Office Inquiries and conducts investigation of complaints from patients, family members, veterans and others within the community.
Makes recommendations to address work-station related changes affecting the organization
Hear and resolve complaints and provides informal mentorship for employees at assigned locations
Gathers information to provide site-specific recommendations for the ELT of resources at assigned Outpatient Clinic locations to include: space, personnel, construction, equipment, and supplies
