The primary purpose of this position is to manage, oversee, and/or provide expertise in support of A4/A4L senior leader strategic priorities, team administration and operations, process/policy improvements, strategic communication, deliberate partnership development, and current/future concepts.
Duties
Serve as the program analyst for Process Advancement. Serves as the subject matter expert on process and/policy improvements utilizing appropriate Continuous Process Improvement (CPI) methodologies, theories, and techniques.
Directs, coordinates, and oversees projects and study work. Leads special projects and performs special assignments related to process/policy improvement.
Represents all at various command levels throughout the enterprise. Maintains a continuous liaison with other organizations: Wings, Major Commands(MAJCOMs), Headquarters (HQ) United States Air Force (USAF), and geographically separated organizations and their installations.
Develops and implements A4L's policy/process improvement program. Recommends CPI, and policy improvement implementation procedures to senior management officials and customers across the enterprise.
Accomplishes professional development and maintains technical proficiency. Maintains proficiency through professional interaction with technical professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formation training programs.

- This is a Centrally Managed Position in the Logistics Career Field. Travel expenses will be paid

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience is experience gained while managing, overseeing and or providing expertise in support of senior leader strategic priorities, team administration, and operations, innovation pipeline, strategic communication, deliberate partnership development, and current/future concepts. Applying cross-functional leadership in the plans, policy, lessons learned, programming, research, analysis, conceptual design, and/or integration of complex organization support systems to deliver the organization's mission objectives. Evaluating the content of policy for projected impact upon the agency's programs or resources. Applying CPI practices, methodologies and techniques to issues or studies concerning the productivity and effectiveness of programs.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of cross functional organizational structures and its supporting/supported elements and programs, mission, policies, goals, and philosophies.
Skilled in the following areas: employee mission alignment, business process improvement, innovation pipeline, startup culture, agile teams, joint collaboration, project management, risk and decision analysis, and negotiations.
Skilled (expertly) in communication/public speaking to generate buy-in, integration and collaboration for innovation from various stakeholders from hierarchies in organization, Program Offices, Staff, industry, and academia partners to integrate and coordinate multiple and related missions, functions, subject, issues, and situations across echelons (or equivalent) to present and recommend solutions in a logical, cohesive format.
Skilled/experienced in accelerating innovative and feasible solutions to complex issues in which the boundaries are broad and difficult to determine in advance.
Skilled in applying analytical and evaluative methods and techniques to a broad range of functional areas related to CPI, Theory of Constraints (ToC), benchmarking, metric/statistical analysis, value stream mapping, and Kanban.
Ability to research, interpret, develop, and advocate component/command or equivalent organization laws, regulations, policies, and programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
