About the Position: Serves as a workforce development analyst and advisor responsible for developing and coordinating implementation of Northwestern Division's (NWD's) employee engagement and organizational wellness capital strategy, with a particular focus on annual strategic planning, Workload/Workforce planning and analysis, Division's leadership development program, and related activities in support of employee engagement, retention, and promotion of .
Duties
Develops procedures and systems for establishing, operating, and assessing effectiveness and administrative controls for workforce initiatives and organizational wellness programs.
Develops implementation plans for areas of responsibility that consider personnel, budget, manpower, and other management considerations.
Establishes and maintains partnerships with USACE, Department of the Army, Department of Defense, and other federal government organizations to ensure organizational change initiatives related to people programs are addressed.
Performs talent management strategic analyses (workload/workforce) and studies of one-time and long-range recurring issues impacting operations of major mission areas.
Coordinates workforce analysis activities to identify workforce and capabilities gaps and facilitate prediction of future workload requirements.
Facilitates and integrates human capital planning processes and forums to ensure execution, prioritization, implementation, continuous improvement, and evolution of Division’s talent management goals, objectives, measures, and metrics.
Establishes and collects workforce metrics to assist management with operational decision making.
Partners with Business Operations Specialist/Division Knowledge Management lead to perform knowledge management duties in support of human capital strategy, talent management and workforce/organization development efforts.
Supports, coordinates, and/or drives regional leadership development program, to include serving as the primary point of contact for program facilitators, service providers, and contracting professionals.
Leads regional groups to ensure that regional efforts are coordinated and to optimize information sharing across affected stakeholder groups.

Specialized Experience: One year of specialized experience which includes applying a wide range of analytical, evaluative, and strategic methods and techniques to assess and improve program effectiveness. Specialized experience also includes applying verbal and written communication and briefing techniques to influence senior leaders on human capital strategy programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
