Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as leading or directing all aspects of budget formulation, overseeing, reviewing, analysis and evaluation of the effectiveness of an organization's budget operations, practices and procedures; managing major projects; and providing authoritative expertise for developing budget strategies to senior leadership.

Ability to establish, revise, and review policies, procedures, and organizational design to accomplish mission.
Skill in oral communication sufficient to provide technical advice on an organization’s budget.
Ability to establish, revise, and review policies, procedures, and organizational design to accomplish mission.
Ability to establish, develop, and maintain effective working relationships with other supervisors, Directors, Program Office and Regional executives and Agency senior leadership.
Ability to Implement the provisions of the Government Performance and Results Act (GPRA).
Knowledge of budget-related laws, regulations, policies, precedents, and techniques.
Ability to develop and appraise performance and recommend corrections or awards.
Skill in hiring candidates while meeting mission requirements and EEO and diversity objectives.

Knowledge of project management techniques, systems and methodologies.
