Work with engineers and environmental staff to review, investigate, & resolve water-resource related environmental problems & issues related to the USACE Civil Works Program (ecosystem restoration, impact assessment, cultural resources coordination,habitat design). Requires knowledge of several physical science disciplines, environmental laws/regulations, the Planning process, and procedures to complete environmental compliance actions & conduct environmental investigations/assessments.
Duties
Conducts in-house environmental investigations of potential environmental problems (and potential solutions) associated with all projects assigned.
Prepares in-house products such as scopes of work, environmental assessments (e.g., NEPA), field sampling plans, and other related documents.
Conducts environmental sampling and/or monitoring plans for soil, surface water, groundwater, sediments, vegetation (e.g., wetlands), wetland delineations, and other components of aquatic ecology.
Determines adequacy of other non-governmental prepared environmental and chemical data acquisition plans and evaluates complex field and laboratory testing results.
Participate in meetings with contract representatives, State and Federal Environmental Agencies and local agencies to discuss various scientific issues related to district environmental projects and/or potential environmental problems.
Prepares correspondence in response to issues raised by higher authority and other agencies and the general public.
Works collaboratively on project teams and communicates effectively to accomplish goals.

Specialized experience: GS-11
I have one year of specialized experience: Incumbent works with engineers and other environmental staff in the review, investigation, and resolution of water-resource related environmental problems and issues related to the USACE Civil Works Program (e.g., ecosystem restoration, impact assessment, cultural resources coordination, & habitat design). Knowledge and experience of wetland science and performing wetland delineations highly desired. Incumbent will also take lead role on inter-agency coordination with resource agencies and participate in the collection of environmental sampling and field data (e.g., habitat and wildlife data, sediment sampling).
