Utilize a professional knowledge of natural, physical, and social sciences theories, practices, and methodologies to serve as a project manager with technical expertise to: Evaluate all levels and types of Department of the Army enforcement cases for activities in waters of the U.S. and/or navigable waters of the U.S. within the regulatory authority of the Clean Water Act, the Rivers and Harbors Act of 1899, and the Marine Protection, Research, and Sanctuaries Act; or the regulatory program.
Duties
Responsible for oversight of the Branch's compliance efforts which includes monitoring of the District's effort regarding the identified performance goals.
Serve as the District representative on groups and task forces with missions of interest to the District and/or the regulatory program.
Complete assignments related to special regulatory initiatives directed toward effective, efficient, and consistent application of the regulatory program.
Develop procedures to implement directives from higher authority.
Evaluate all levels and types of Department of the Army (DA) enforcement cases (including those complex and/or controversial in nature).
Evaluate activities in waters of the United States and/or navigable waters of the United States within the regulatory authority of the Clean Water Act, the Rivers and Harbors Act of 1899.
Reviews permitted work for compliance with Department of the Army permits and the evaluation of the cumulative environmental effects of permitted and unauthorized work on a regional basis.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes familiarity with under the National Environmental Policy Act, Section 404 (b) (1) Guidelines, Endangered Species Act, and National Historic Preservation Ac.; evaluating Individual Permit applications, General Permit pre-construction notifications and compensatory mitigation proposals, as well as monitoring of permit compliance, and enforcement actions; designing of site specific restoration/mitigation projects using technical experience and judgement; determining the technical feasibility of projects; overseeing of on-site construction; preparing accurate and detailed environmental assessments; managing contracts for work which is in excess of that which could be completed.
