About the Position: This position is with Headquarters, US Army Corps of Engineers (HQ USACE), Directorate of Human Resources, Washington, DC with a duty location in Fort Shafter, Hawaii.

Duties

Serves as staff level representative with the Organization, program proponents, and Civilian Personnel Advisory Centers (CPACs), to provide recommendations, and to maintain currency of program developments, laws, regulations, and procedures. Performs formal on-site review of HR operations using staff team members to evaluate program effectiveness, timeliness, and conformance with policies and directives. Serves as an advisor on all human resources management/administration issues within the Division. Recommends to the Director changes to existing DA, OPM, and the Organization's policies and regulations necessary to accomplish a sound and responsible program. Participates in the development of comprehensive HR programs in consonance with policies and directives of higher authorities.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Human Capital ManagementHuman Resources ManagementPersonnel and Human ResourcesWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
