The primary purpose of this position SUPERVISORY TRAINING MANAGEMENT SPECIALIST, NH-0301-3, is to exercise 1st level technical and administrative supervisory and position management responsibilities over subordinate employees within the organization, Civilian Education and Training Flight.

Duties

Exercise 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time over subordinates predominantly in the General, Clerical & Office Services Group and at the journey level or higher. Exercise supervisory personnel management responsibilities; Advise staff regarding policies, procedures, and directives of higher level management or headquarters. Plan, organize, and oversee the activities of the Civilian Training Section. Represent the Education and Training Section with a variety of installation and functional area organizations. C Establish, define, and implement requirement for program development, budget management, and for evaluating flight performance to ensure service and operation are in line with education goal and mission requirement.

  • Performs other related duties as assigned.
  • Master's Degree desired.
  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORKING CONDITIONS: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11or equivalent in other pay systems. Specialized experience is experience in analytical ability, judgment, discretion, and knowledge of a substantial body of training and education program principles, concepts, policies, and objectives; plan, manage, administer, develop and evaluate programs to improve efficiency, effectiveness and productivity; knowledge of technical and administrative supervisory and position management responsibilities; ability to direct work activities, set and adjust goals and priorities; ability to guide employees by providing advice, accountability, and expertise on a continuous basis; skill in team building to facilitate various activities and gain consensus; ability to improve processes and maximize mission accomplishment through efficient manpower resource utilization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of the operations, missions, services, policies, regulations, laws, goals, and objectives of the organization, installation, and agencies education and training programs to effectively organize and utilize resources within the programs framework to meet installation requisites and objectives. Knowledge of instructional methods, principles, and techniques to obtain and deliver training courses, facilitate training needs, and assess overall training and education effectiveness in order to meet agency and installation requirements. Knowledge of manpower and personnel laws, regulations, policies, and precedents that effect the use of manpower resources. Knowledge of administrative, safety and security regulations, practices, and procedures. Ability to plan, organize, direct the functions and mentor, motivate, and appraise a diverse staff of an organization through subordinates with tact, courtesy, and diplomacy without imposing personal bias. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
