The primary purpose of this position is to provide Program Analyst support providing advisory services, analyzing and evaluating issues, and developing recommendations to resolve program issues of effectiveness and efficiency for budgets, plans, programs, and requirements during the entire Industrial Process Equipment (IPE) used within the Group.
Duties
Performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation for assigned programs.
Ensures proper execution of programs as authorized by AFMC Headquarters, to include planning and programming decisions in appropriate formats to meet Wing, Group and Branch requirements.
Provides technical and financial advisory services to the branch chief concerning the Group.
Uses automated systems and computer-generated products in accomplishing assignments.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes includes analyzing, planning, developing, managing and reporting on budgets and cost analysis for maintenance material as well as providing management advisory services on policy and regulation within the organization structure. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of program and production shop requirements, including mastery skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of management operations.
Knowledge of advanced concepts, principles, practice, and procedures in order to serve as an expert to resolve difficult problems and issues using advanced qualitative or quantitative methods for assessment and improvement pertaining to budget formulation and financial management of programs.
Ability to communicate effectively both orally and in writing; negotiates complex issues; make formal presentations to senior leaders and maintains good working relationships with all individuals and organizations.
Knowledge of the organization's policies, principles, concepts, guidance, procedures, techniques, and methodologies for maintenance and logistics policies, procedures, and directives for equipment programs and accounting of equipment costs in the AFEMS/DIFMS systems.
Knowledge of the major issues, goals, and objectives, work processes and administrative operations of the organization make formal presentations to senior level management officials where proposals involve significant resources and require changes in established concepts.
Ability to plan, design, monitor, and evaluate complex programs, projects, and initiatives; organize and analyze complexities of equipment management, review/revise/develop policy, create plans for enhancements and provide management sufficient technical and cost analysis information, through written documentation and oral briefings to senior leadership, to render informed judgements.
Ability to plan, organize, mentor, motivate, and direct teammates (custodians and engineers) in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete various assignments. Provide technical expertise in the selection, gathering, analysis, and validation of program information to support studies, special projects, publications, and etc.
Ability to plan the management and acquisition strategy for the assigned projects/programs within cost, schedule, and performance baselines. Knowledge of acquisition package requirements, and ability to review and evaluate acquisition related documentation.
Skill in developing new or modified work methods, organizational structures, management processes, and/or
administrative procedures as equipment manager overseeing IPE equipment. Provides authoritative advice on program processes, content, and implementation of program changes through a close working relationship to mentor and motivate the equipment custodians (over 80 Custodial accounts and over 7000 pieces of equipment); as well as direct responsibility for equipment folders and bi-annual reviews of over 500 pieces of accountable IPE.
Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, AF regulations as well as legal requirements of specific project transaction documents.
WORK ENVIRONMENT: Work is typically performed in an adequately lighted and climate-controlled office setting.
