You will serve as a Supervisory Logistics Management Specialist in the Surface Ship Hull, Mechanical, and Electrical (HM&E) Systems Sustainment Program, Surface Warfare Directorate of NAVSEA HQ FIELD SUPPORT.

Duties

You will work with key stakeholders to establish product support strategies and priorities to improve operational availability of assigned critical Hull, Mechanical, and Electrical systems. You will serve as Principal Assistant Program Manager (PAPM) and Product Support Manager (PSM) for Hull, Mechanical, and Electrical Systems Sustainment efforts. You will lead efforts to develop/maintain Hull, Mechanical, and Electrical System Sustainment policies and processes, communication plans, Memorandums of Agreement (MOAs), Task Planning Sheets (TPS), Business Case Analysis (BCA), etc. You will act as a primary interface between the platform "in-service" and "new construction" programs, working closely with both teams to advocate for assigned critical Hull, Mechanical, and Electrical system sustainment products. You will be responsible for organizing and supporting Hull, Mechanical, and Electrical System Sustainment meetings/forums. You will participate in annual flag-led Summits Sustainment and Maintenance/Modernization, Surface Warfare Enterprise (SWE) meetings, Surface Team One (ST1), and Fleet Maintenance Board of Director (FMBoD) meetings. You will analyze, validate, and present data for cross-organization processes and policy improvements/initiatives. You will solve critical problems when timely and effective decisions are necessary to balance performance and deadline requirements against costs and other resource concerns. You will develop and deliver program briefs to senior leadership (Flag/SES). You will manage multiple product support programs for the acquisition and Life Cycle Sustainment of integrated product support functions as the logistic authority, Fleet consultant, and product support subject matter expert for all assigned programs. You will ensure all program requirements have proper product support for assigned relevant systems throughout their life cycle. You will establish work assignments to be accomplished by the employees in the program, set priorities, prepare schedules for work completion You will ensure the timely performance of satisfactory work efforts.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing logistics management, Integrated Logistics Support (ILS), or Integrated Product Support (IPS) operations to ensure the life cycle, sustainment, or availability of designated Navy Hull Mechanical and Electrical (HM&E) systems or equipment.
