You will serve as a Principle Assistant Program Manager (PAPM) in the Cyber Engineering and Digital Transformation Directorate (SEA 03) of NAVSEA HQ.

Duties

You will lead the Acquisition/In-Service and Technical/Integration of the portfolio management of logistics Information Technology (IT) systems to include cost, schedule, and performance. You will develop the planning to rationalize, deploy, and refresh IT capabilities. You will lead Acquisition and Sustainment efforts (Contracts, Budgeting, Acquisition Documents, Design and Development, Integration, Product Support Strategy development, etc.) for new acquisition IT portfolio. You will supervise and provide direction to a diverse team of experts. You will lead the team in replacement of Legacy IT systems with modern digitally transformed capability. You will evaluate employee performance, recommend appropriate incentives, and keep employees informed of management and personnel policies. You will set priorities, prepare schedules for work completion, and ensure the timely performance of satisfactory work efforts. You will direct acquisition life cycle activities and all efforts associated with the program office or functional area through subordinate managers and teams.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing program requirements (e.g. cost, schedule, performance, logistics, resource management, configuration management, readiness analytics, contracts, budgeting, product support strategy, design and development) to ensure the sustainment, life cycle, or acquisition of information technology (IT) systems.
